Artifacts indicate a defective graphics card, power supply or overheating.
Since you’ve eliminated two of the three, that means the graphics card is failing. Down-clocking can work, but it will need to be replaced to completely solve the issue.

If we are not experiencing lag, then it isn’t the game servers. Every one of those Tracerts show packet loss before hitting the GW2 servers. I know, I’ve looked at quite a lot of them and continue to do so.
The safe bet is not to use the program.
I don’t have any lag, so it’s likely your ISP or a node between your computer and the game servers that is at fault. We would need to see a Tracert to determine where the issue is.
You might want to redo the thermal compound between your heatsink and CPU. The max temp for that CPU is 72.6 C.
Also, you should only concern yourself when an application other than a game (or video processing, etc.) maxes your CPU to 100% when it really shouldn’t.

No. Even if you could, going from 1024 X 600 to 800 X 600 won’t make much difference.
Your graphics card is most likely failing.
You can transfer using only gems without losing anything. I did that a while back using game gold to buy the gems.
I’m using Windows Firewall with Microsoft Security Essentials.
I believe that does have some form of network protection.
Personally, I would switch to Avast, MSE really is not very good.

Well, it sure looks like something is blocking it. Some anti-virus programs also have network protection which may act as a firewall.

Go to Device Manager and disable the integrated card.
Re-seat your graphics card.
It’s about 104 MB.
That may be it. Steam overlay may be causing the issue. You could also try re-seating your RAM modules. Sometimes the connections can get a little “flaky.”

His CPU is not capable of fully driving a GTX960 – it will be a bottleneck. It’s important to realize that you need a fast CPU to drive a fast GPU to its full potential.

In minute 8 of this video they say it took them 6 months with a full team dedicated to it, just to implement new tecnologies in gw1 engine, even before they created the engine for gw2.You’re kind of misrepresenting what they said. What they were talking about is how they prototyped the ‘heart’ system in GW1. That has nothing to do with graphics programming. The 6 months was how long they spent testing out the new ‘quests’ system. They didn’t say anything about how long it took to do the graphics updates.
Finally, and to end this discussion, despite the game engine and API used, the game is already 2.5 years old, and a lot of performance improvements have been made over this time.
It’s kinda sad, really. I wish I was a graphics programmer. I would totally apply to work at Anet and fix them up a DX12 version of GW2. Because, honestly I think the game is great. The ideas and mechanics are really enjoyable.
As it stands though, I’ve only done high level stuff like game mechanics programming in C++, so… sorry guys, it aint happening!
That would involve re-writing the game engine. It’s a much bigger task than most people realize.
Also, DX11 APIs done poorly actually result in reduced performance.

Did you “upgrade” Windows, or do a clean install?
It’s been my experience that simply upgrading Windows ends up not working correctly. I recommend formatting the hard drive and doing a clean install when doing an OS upgrade.

That’s just life. Once I bought a power supply that came with a $10 rebate. The next day a $20 rebate was offered instead.
I didn’t pursue the $20 rebate because I did not buy it on the day that rebate was offered. See what I’m getting at?
You shouldn’t expect them to give you any kind of refund when you didn’t buy the game when the promotion was offered.
Core temperatures are actually calculated. The only one that matters is the package (case) temperature. You could try replacing the thermal grease on your CPU – that seems pretty high even for a stock cooler.
I’m using a stock cooler on my i5 and with fully loading all cores (with a program called Heavyload), it gets right up to the max of 76 to 77 C. It’s not a problem because none of my games max the cores anyway.
Max temp for the Intel i7 2600k is 72.6 degrees C. If you reach or exceed that, the results will be unpredictable.
You may have a RAM issue. Memtest doesn’t really stress the memory very much. It’s really great for finding memory that has definitely failed, but it isn’t going to be very accurate for memory that’s “borderline.”
It could be ram going bad, video card failing or even a power supply issue.
First; I would try removing and re-seating the video card and RAM. It not a bad idea to update the video drivers but I don’t believe this is the cause of your issue.
If I remember correctly, the Geforce Experience doesn’t work with the 8800 cards (that was my previous card) – so I would uninstall it.

Same here Feirlista Xv.1425. I never have any problems updating or playing. I remember it was the same with WoW. Every update with WoW some people had problems every time. I never had any problems updating WoW either. Yes, WoW did have server issues occasionally, but I’m not seeing that with GW2.
This problem is likely caused by software conflicts (background programs running) or internet/ISP/network problems on the user’s end.
Update your video card drivers.
