I just wanted to stop by and let you guys know that we are listening. We’re looking at a few different ways to address the time investment it currently takes to get new skills in PvP, but it’s not something we’re able to talk about quite yet.
You’ll see a drastically different system in place in our next major rewards release that should address many of your concerns.
The time investment for any kind of power: Stats upgrade/skills unlock should always be zero in PvP. It was never a good idea to have it higher than that.

Open world pvp is not a good idea for gw2 for there is no factions that seperate the world.
Also most of the time higher level characters just camp out in lower level areas to gank people when questing or leveling and not giving them the chance to explore and take in this amazing world without the fear of somebody coming up and stabbing them in the back for no reason but to kitten them off. Thats not fun and ruins the appeal to, to many people.
Tera tried to do it with their outlaw skill book but it just ended with people being exiled from the rest of the game.
why not try wvw, it sounds like the perfect thing your looking for.
The factions problem is simple, guilds. You cannot attack anyone in your guild/party.
The ganking problem is already fixed, PvE servers.

This build works well if you want a hunter/archer profession. You can use Spike trap/frost trap to place it on choke points or use it as defense/stealthed thief indicator.
Then you snipe from far away. The main damage is in the 1-2 skills. 3-5 are mostly defensive skills. Because of that, you can survive better. Furious grip gives you a higher fury uptime which means more DPS.

This is a high risk/high reward skill. If you can make it work, you get full benefits. If you want a stable heal, there is always the three other skills.

Mace/axe and Greatsword
Healing skill: Healing signet or anything else
Utility: Bull’s Rush, Throw bolas and any other defensive stance
Elite: SoR.
Amulet: Berserker
Runes: Scholar or divinity or any other high damage runes you like.
Playstyle: Complete burst. Charge in with Bull’s Rush. Stun with Mace, use whirling strike, use bolas and then use hundred blades.
Travel around with whirlwind attack/Rush. Use Throw GS as a cripple.
The above will never be viable. Mainly because you are asking for the worst weapon set.
If I was playing any other weapon other than GS, I would completely ignore Axe/mace and forget weapon swapping.

Character progression topics!?! YAAAY!
My suggestion!
RUNES and SIGILS! Make runes and sigil the PvE/WvW horizontal progression. Just click on runes/sigils to unlock them and you can use them at any time. To make runes/sigils be on more demand, make it like Dyes, soul-bounded.
PvE combat will be revolutionized. I will no longer have to stress over more gear so that my runes can be in. I don’t have to worry about bankspace to store my armor and runes. I won’t have to be in the forums to find out the best cookiecutter builds.
Instead, If I am bored. I can easily change the playstyle of my warrior to a beastmaster with runes of the ogre, shouthealer, zerk, play as a Death Knight(Lich runes). No more being stuck into one build. This won’t be alt-friendly, but it will give healthy progression to those that don’t like playing with alts.
Look at Diablo 2.

If the devs are reading.
For the umpteeth time, it needs to cleanse all snares before rolling back, stun the target, and have the damage removed.
What’s wrong with the damage? I don’t see the reason of removing it.
Because it’s pointless. I’ve ran LR since beta and I’ve never ever killed anyone with it. No one in their right mind would use it as a source of damage nor is it a deterrent to the attacker.
It’s a defensive utility and I’d take a stun on target over damage any day.
Shoot, my bar is set even lower than that, I’d even take just a daze. The damage is just so pointless.
My bar is lower than that. I won’t even need a daze or stun. Just gimme stun break and snare removal.

And just so you know, you’re incorrect. That isn’t why its so high. It’s because no one used it when it healed half as much over time, because both the passive and the “use” wasn’t enough healing. You’d be correct if the passive WAS the heal, but it isn’t. The heal is the on use, and instead of buffing the use to a good place like they should have done, the buffed the passive portion way too high so people would use it, and left the active being completely useless. If it healed for 200 Hps, but on use healed for 7k for instance, people would still use it. It’d slow down the rate that you lose health but still have an active worth using. Granted 7k would be too high for a 16’second cd, but you get the idea. They took an easy fix to make the heal attractive, now delusional people think its an interesting heal/design.
If you want warriors go back to trash mode then I guess that would be fine.

I don’t care what we get.. I just want utilities that can be used in PvE that aren’t passive or banners.
Right now, basically the only two utilities that I actually activate are FGJ and Frenzy really.
I’d kill for banners to be placed on back, but I doubt that’s going to happen.
Signets are boring.
Shouts are meh, FGJ is decent.
Banners are only decent for dungeons, hate hauling them around.

Physical are PvP
No one uses Physical in PvP.

Blood fiend, Flesh Wurm and Bone minions do not regenerate health out of combat.
This is because you can destroy them on click.

Professions without defensive utilities on their weapon bar will usually result in purely defensive skills in their utility.
Without defensive skills, you will die easily.
Warriors need those stance defensive skills because they have to be in melee. Being in melee means you will be targeted easily. Which is fine with defensive utilities, but without the defensive utilities, you will die instantly.

Ranger though, at first I actually struggled with it most to fight against thiefs. Especially since I chose to go with dual bows (Short & Longbows), with glass cannonish build.
Nowadays I can most of the times either get a way myself or make them go away, simply when thief attacks I use lightning reflexes utility, especially if I’m stunned etc, if not then using “protect me” one to be saved for few first strikes. Then using entangle elite, and shooting Barrage where those vines end up showing.
7/10 cases thief gives up. 2/10 cases you either get away safely or fail thus dying and 1/10 thief actually fails and gets killed.
I really love Dual bow rangers in sPvP.
It need buffs though. Just replace Concussion shot with screaming shot. This would give an very short ranged AoE daze and a stun shot. This way, if a enemy ganks me, I can have the screaming shot ready to stop spikes from happening.
Then have barrage not be self-rooted while channeling. It will make Barrage become more versatile. It is currently used as a barrier or an aoe attack on clusters of enemies. Without the root, I can use it to escape and chase.

Boosters, while yes you can purchase them with real money…. you can also purchase them via in-game gold too. Just convert gold to gems and tada, you can buy all the same stuff.

I was thinking of a weekly Dynamic event bonus.
Every time you finish a fresh new Dynamic event, you get bonus rewards. +3 silver, +500 karma, +5000 exp. After that, you have to wait for the weekly reset to get the bonus reward for the same dynamic event.
It will reset weekly, so it caters to both efficient farmers and people that just want to go out. You cannot just farm the same isolated spot for maximum money. You travel the world for it.

Necromancers have the best CC options.
Every single weapon set except Off-hand dagger has a snare. However, you do not want chill necromancers at all. They are trash.
What you want is D/W staff Minion master necromancers. You can keep enemies crippled forever vs. chilled for 12 seconds.

The pets for one, should have their own traits in which you can tinker with. Make them tanks, dps, or a hybrid.
Secondly, they should be hitting a kitten a lot harder than they do. I mean, how can a bear swipe do 400-700 damage? To me it should be doing 4k-7k per hit. They’re bears, they hit hard.
The Canine and feline pets should naturally be really fast. They should be able to chase down anyone easily, even if their opponents have swiftness. Easily they should be running double the speed of any character. Birds shouldn’t take fall damage. Canines should be able to sniff out stealth.
It’s just things like this that make the pets seem like they aren’t pets. They are just punching bags for the enemy or AoE fodder.
The problem with that is balancing.

Whatever it takes to survive. It’s an excellent strategy, the only reason it didn’t work in Ascalon was because the Titans gave the charr a magic nuke.
Searing Cauldron destroyed the Great wall.
Charr siege weapons destroyed Ascalon City’s walls. Charr’s might destroyed Ascalonian soldiers.
In the end, brave soldiers are a city’s strongest tower of defense. Ascalonian were cowards and weak, so they lost.
Humans being dangerous? Hardly.

Healing Signet is most definitely not fine. The people who truly believe this are the ones who are using it as a crutch: there is no gameplay to it, there is no counterplay to it and it allows warriors to mindlessly tank damage without consideration to skillful gameplay.
Quite simply, the Healing Signet is PvP for dummies.
There is a counterplay.
High DPS and High pressure. The warrior has to actively fight to survive.
You will say, Endure pain. Then use condis. You say Berserker stance, then use CC. You say stability. Then you win. He activated all his defensive skills. Kite him for 8 seconds and you win. He has zero protection to save himself. If you play any other profession, you probably have mobility to escape the Hambow.
After the 8 seconds, Everyone focuses the warrior and the warrior becomes helpless. The warrior becomes a punching bag and will eventually die.
I have zero problems with killing warriors and the only time I feel invincible when playing Warrior is when weaker players are trying to brute force against me. The more skillful players keep their distance until they know all my defenses are down to instagib me. The more skillful players dodge every key attack as I helplessly attempt to fight back.
Maybe, I am just wasting my time. Maybe this thread is a L2P issue. Maybe, you don’t want to learn how to kill these OP warriors. You probably want to mindlessly kill warriors with no effort.

The problem is that PvE mobs and pet AI are one and the same. For example, your suggestion on having cone skills follow players. Imagine if PvE mobs followed you with those cone skills, there wouldn’t be any way to avoid dmg (other than a dodge or a block) thru mobility. Since pet’s AI is shared with PvE mobs’s AI they’d have to split or do an overhaul with with how the AI works which is the problem in the first place that the devs have admitted to having. It’ll take too much time and work so they’re trying to band aid the problem

Warrior’s being kited = a dead warrior.
Thief do this better because they have shadowsteps, and stealth. Shadowstep is not effected by cripple/chill/immobilize.
Warriors struggle harder to do so.

To be honest, I don’t think Scarlet is the problem. There can be any other villain and they’ll just be as kittencarlet. I think Scarlet could be great. But the quality in writing is poor.
The problem with Living story is identifying the protagonist. Hint: it isn’t the player. The player gets zero screen time, they call zero shots, and they have zero character.
It is no longer a story, but a list of enemies to kill because they happened to be enemies. Then at the end, they will giving a speech on how the player foil their plans.
I want to have a personal relationship with the villain like how Batman had a personal relationship with the Joker. I want a personal relationship with my sidekick npc, and not be the henchmen that do the dirty work. I want a interdependent relationship. I want to be the hero in the game.
Think about it, Scarlet targets you, the Commander, Slayer, Valiant, Hero, Centurion, Savant. Why? Because Scarlet finds it fun to torment you. When you and Scarlet fight each other. Scarlet doesn’t just give out a speech, You two actually talk to each other. Therefore establishing a bond of hate.
It is better to get to the root of the problem: Player is not the protagonist.
Otherwise, Scarlet will just repeat.
