First of all thank you for your concern. Scamming is an issue that we do not wish to happen to any player.
However, as you stated it, even if this behavior is against the Guild Wars 2 Rules of Conduct, avoiding it is mostly up to the players.
Our customer support team takes that kind of behavior very seriously. However you can probably understand that it is something really hard to back this up with strong evidence. Therefore, the process can take a lot of time.
