This website is not run by Arena Net nor NCSoft, it’s a fan site, meaning that it’s not the official website and forum, on the contrary of this one (https://www.guildwars2.com/en)

If you have an issue while purchasing gems, please submit a ticket, so your issue can be looked into (make sure to include any error message or code you may get).

While what you describe doesn’t look like an exploit, please keep in mind that only our customer support team can decide what is consider as an exploit.
If you are not sure of something, please send your question to exploits@arena.net. And remember the following: “taking advantage of resources no other player had access to.”, as this is the first question you should ask yourself when you are not sure of something.

The recent password change asked was a security measure, to ensure all Guild Wars 2 players may benefit from a safe playing environnement. While this was not neccessary for all the players, it benefits the whole community, as account security is a serious matter.
However, the credit card information is not related to this situation, since this information is totally encrypted, and as explained already, you have the possibility to remove your credit card from the gems store if you are more comfortable with it.
