GW2 connects to multiple servers for different aspects of the game. If you suspect a firewall issues then disable it to see if it resolves the issue or set rules for it.

I have the same CPU, GPU and driver as you do. No issues here. You can try rolling back to 306.97. Check your temperatures?

IF your system is crashing to the extent of physical shut down then its likely headed towards hardware failure.
Could be
- Overheating, you can clean the dust/fan
- Dying GPU, you can try underclocking
- PSU power issues
- See Part 5.1 here for tools

A overclocked 2nd/3rd gen Core i5 will get 30-60fps in WvW and often 30fps during heavy combat.
Your CPU is about half of an intel 2nd gen core i5 in terms of performance so 9-15fps is very plausible
If you want to know more on what the developer has commented on regarding WvW and optimization read Part 4.11 of this thread.

I’ve been using frame limiting fine, but did it via MSI Afterburner setting not in-game option.

- try cleaning the contact pins of the GPU with come rubbing alochol
- are you measuring using GPU-Z while running the game or at idle?
- Change power management settings?

I’m skeptical too, maybe the OP hasn’t experience “real” heavy combat yet. Seems more like #’s in WvW standing around at way points. But, whatever works.

Just playing the game doesn’t use so much bandwidth. What really use it is when patches rolls out. It can be in the hundreds of megabytes.
If you want to measure how much usage in a normal month including all your web browsing etc… look at your router for bandwidth logs or install bandwidth meter like NetWorx on the desktkop.
GW2 alone won’t use anywhere near 20GB a month.
The only exclusive skyhammer stream
You can try underclocking the GPU or even bumping the voltage a smudge. Could also try checking/swapping the PSU.

every tick tock cycle of intel has been incremental increase don’t think intel has much incentive to surprise us with a big leap with little competition on the desktop arena. But im still excited lol

I guess without any sys info or log would be you are experiencing issue like in Part 5.2 of this thread

I’m running 3570k 4.3 OC, GTX 660 with best performance setting, with reflection set to terrain. FXAA disabled and SweetFX installed. Running around LA with stable 60fps, occasional dips to 30’s. Pretty smooth.
Kirito, there is no reason to turn off FXAA. I have a similar rig (3470 @ 3.8ghz, Radeon 7870 2gb)
I have FXAA turned off for a reason. I am using SweetFX mod as a replacement, looks much better.

70% CPU load is normal, you won’t really get 100%. 84c CPU temp is on the high side, you could be throttled depending on your mobo’s settings etc. You’re probably using stock cooling, I suggest get Hyper 212 Evo or get better case ventilation/dust it.

Might want to check your logitech setpoint application profiles or gaming mode.
If you want to map specific buttons in-game. its better to assign keys in setpoint to the button and then in-game use those keys.

I would think network latency issues

GW2 game file is stored all in one large compressed file. When map loading the CPU will be working hard to decompress. You will get faster load time with better CPU. Windows is likely caching bits and pieces in ram if any.
My 3570K with SSD takes me 12 seconds to load from desktop into Lion’s Arch map.
Tested loading from my 3TB external HD. Took 35 seconds.

Every game out there you will see some subset of users crying over the minimum requirement spec with the thought of possible class action lawsuit for false advertisement. However, I have yet seen one actually successfully gone through. There is no such definition of 15-30fps as minimum. To have one would be crazy considering how each PC varies in component/configuration.
Side note: The OP of this thread hasn’t even responded or updated in the last two days, so im assuming he/she got it resolved.

If i put high settings i do a 20 fps average and that’s pretty ridiculous; i follow all the tips of thread, graphic card driver is up to date and whit correct setting and cpu seems to work correctly but still have huge fps problem; anyone have similar hardware and same problem?
Guess you didn’t follow all the tips since one of them was to check the PCI-E bus.
Do you have any other cards in other slots? Because some boards share the bus so it wont run at full x16 if its being shared.
