Something to always keep in mind is fury and other profession buffs (spotter) or banners that complement many builds. As this is an mmo, you generally should expect to be playing with others and getting these kinds of buffs. You can then use food to fill in the gaps when you solo content, like personal story.
As to how much crit, power, and ferocity to have on a power build, there is a graph/spreadsheet out there someone made after they reworked the stat system that you can look at as a guide. I would suggest looking at it and basing everything off of that.

Having all buffs with full uptime is irrealistic indeed, but having your crit chance maxed out all you need is a ranger and a warri.

Whilst, yes, 1up/1down is likely a bad idea, the other option we vote for is much worse and not reversible. Or at least with how they worded it. I would rather we experiment with this.
The other option is to further promote band waggoning with rewards. And ui improvements are overall moot.
I have Viper Tempest build on metabattle with numbers. I also put the numbers on several posts on reddit.
From memory, with 100% bleed and burning:
Sceptre/Warhown is roughly 25.7k if you use cleansing fire, earth and fire signet.
Dagger/Warhown with cleansing fire lowers the dps to 23k but this I mostly blame on not knowing the rotation yet.
Both Sceptre and dagger do the same with Glyph of Elemental Power at roughly 24.7k.
This was tested on golem with 10k hp, all buffs, all profession buffs, and all conditions on golem.
Viper tempest will be a thing now, dagger and sceptre should both be viable. Will test after work. Do not despair! Your necromancer gear works on Viper tempest as well!
They need to change it so winner gets red because the other two maps get bloodlust, which helps them compete. Would be easier to implement than random assignment of dbl.
Plenty on reddit saying it is capped to 6s.

Use the guild Hall reward track boost for a continuous 214 points per five minutes. Add all the other boosters and it goes up to 319. Feels fine to me. I can complete a reward track twice in one night of play.
tl;dr: use your reward track boosts.
Brilliant but sadly true. Same goes for all the dungeons, fractals, story, and new map events and achievements.
I think it will be safer for you to mix and match them. My guard has full Marauders gear (armour, trinkets, back) but the chest, legs, and weapons are zerk.
It is not a lot but I feel safer. I mean, being used to running glass tempest I should be fine but something about the melee, Leeroy, aspect of Guardian makes me want to have a bit more vitality.

Though they fixed the toughness scaling in fractals, folks are still taking reapers there.
Dragonhunters now do more dps than tempests for small hitbox targets and are great in fractals and raids for their protection spamming on skills.
Tempests are still going to win on bosses with a large hitbox because of meteor shower and glyph of storms. However, they are by far the most versatile class. You have three ways to do good power dps, two ways to heal, and can also tank and condi.
The more classes you can do, the easier it is to get into a raid group so do not limit yourself too much. But all three of these work in both fractals and raids.

The point of wilderness survival is you never get feared on sloth or stunned by gorse and do not have to waste a utility skill on a break. I changed the first druid trait to reduce cooldowns because it gives a lot more healing than the other trait. Also, depending on the fight, Axe-torch (if you stay close), shortbow otherwise, and Axe-Axe if, on Matthias, they need a tertiary reflector. However, you will primarily camp staff as the main healer. I also have a magi staff with the same sigils in case of the group needing more healing or learning new fights.
Also, do not waste your money on a utility item. I use the WvW provisioner for compact crystal because the tiny bit more damage never hurt anyone but no reason to break the bank on things not needed. You are there to heal and give the team that 17.5% damage boost, not do damage yourself.
In another thread/post somewhere, I read that there are diminishing returns from heal power over 1k. This is not from the formula, which is linear, but from the fact that you start to do crazy overhealing. I decided on a healthy balance with the condi stuff I did. Anything less and my group struggled, anything more and I find myself never needing to go into celestial avatar. Also, 1335 is really close to 1337
Zealot is only really good on tempest healing.

I think everyone is missing that the concentration stat and sigil are what caused all of it. If they use the pvp amulet system in wvw and not have one with concentration, then this all goes away and looks like pre-hot again. Sure, the Rev still gives the 50%, but no more chronomancer runes with amulet system so less quickness.
There are amulets with concentration in sPvP: Diviner’s and Seeker’s.
Also there are several overlooked runes that give a lot of boon duration such as Runes of the Water.
Hell, I can even make a boonshare build without even using HoT.

But how was this not a problem before HoT?
Everyone remembers that not everyone uses gw2eff, yeah? Those percentages are only representative of gw2eff users. It is also not taking into account the thousands of players no longer playing but made a gw2eff account one day.
Redo those numbers on only people that own HoT. Free players do not really count towards raid pop as they cannot even try them. And then make a program that tries every possible player active in game.
Also, LI are going to be more accurate since they are not a spendable commodity like shards.
We fought a group of pure guards last week with our random one and it was fun but took forever so I get it. Just figured concentration was a big part of the problem. Power creep is inevitable so we have to work around that. Stats and runes seem an easy target.

Personally, I hate the new map. Every time I go on it to try to finish achieves or try to do some events, I get frustrated within a few minutes because of one of the following:
The repeatable hearts are cool but the rewards here are fairly pointless. I have salvaged every single petrified log; unlike the bloodstone rupees which have nice rewards with them.
The story was nice but felt too quick. Actually took an hour less to complete than the first one. I do like the challenge added to the last chapter though; gives me something to practise my skills on. Also, can we incorporate the game simulator into the special forces training area so we can build our own fights? That would be the best ever.
Skirmishing is not doing anything to change how people play or servers win/lose. When we get so few points as an off server, we are not going to catch up to first ever if we do not get the weekend.
Maybe changing point values would do a little but it does not solve the issue. I would prefer you focus on the matching system to fix scoring being out of control.

Viper tempest can pump out might and fury with fire fields and provide vigor and regen instead if needed. They also make easy-mode tanks with infinite protection and 50-60% damage reduction.I don’t mind if you play viper tempest. But groups take viper reapers over tempest for a reason.
Full disclosure: I’m not 100% what the viper tempest build is, but I’ll assume it uses dagger. I’m going to ignore tanking builds since reaper can also tank with minimal build changes.
On VG: Reapers can epi bounce and maintain damage at range for green circles.
On Gor: Reapers can epi adds and bounce and provide good cc
On Sab: Reapers can epi adds, and bounce, and kite flak if needed
On sloth: Reapers can epi adds, and bounce, and cc, and pull conditions, and projectile block
On trio: Reapers can epi adds, and bounce
On matt: Reapers can pull conditions, cc, and transfusion
On escort : Reapers can epi, and hold back wars
On KC: No use for reapers here
On Xera: Reapers can pull conditions, epi and bounce, and cc
Yes, Viper ele may be able to provide might and fury (if they can manage the blast). But other classes do it better. Again, it’s ok to like viper ele, but reapers are generally superior.
I actually use sceptre because both auto attacks are condi instead of just focusing on bleeds that dagger does. Then swap back and forth with fire and earth. I run circles on VG all the time when not also tanking. And it is only two traits different to tank and change earrings from viper to commander or even just a trailblazer amulet.
I guess I should look at dagger as well but I have always associated it with power more. Will see what it does to my dps but it does close off a lot of options. Condi damage is greater and equally plentiful on sceptre.
I have been told focus has more condi than warhorn but it lacks the fire field and additional bleed so I ignored that statement.
And, again, I pointed out it is better than reaper if epidemic is not counted (and we all know that nerf is coming). And if you already have two Reapers, no condi ps, no condi druid, or cannot get a second reaper, it will be better for single target. Places where there are adds, you would always want reaper for epi, even if they reduced targets to three or something.
On the other hand, I do carry enough gear on my tempest to do condi, staff, fresh air, auramancer, tank, and staff heal. If I had legendary armour with rune selection, it would free up a lot of bag space

You might be right in which case your discovery would help the community progress

I have 165 LI, to date. I do not run meta builds. I use my own intelligence to figure out what works and adapt. However, I started meta to prove myself to a group of people I now raid with. They know I can handle myself and do not need to ask about gear, skills, or traits. That is what you have to do. Problem is, with pugs, you will always have to prove yourself with new people.
Meta builds are there for the lazy and the, well, not skilled at reading traits and logically assessing what fits with what and where (I have a coworker that just clicks whatever he wants in trait lines and leeroy’s everything). They come up with these meta build things to make it easy and, honestly, allow for more margins of error. There is no reason you cannot, if you know how the game works, come up with compatible, budget builds that allow you to play just as well as anyone else. Just know the role you aim for and do not step on toes.
And just because I can; shameless plug, Viper tempest does more damage to a single target than reaper in the same gear. If not for epi, reaper would not be taken. (P.S. my reaper is my main)

A good example of where this is needed is the wyvryn fights in VB. It should be added with a training spot in core Tyria that teaches what cc is.
I would rather have a black tag. Maybe use that for private.

But yeah, less circular platforms, or even the need for circular strats (sloth) would be cool.
Basically, what is happening is that the numbers on the screen show one value and the XP bar shows another. XP earned from the orbs in Bloodstone Fen, node farming, and potentially other sources, do not match between the two displayed values. Upon resetting the instance (log out/in, go through a portal, map hop) the XP bar returns to a value you would get if you added the numbers on the screen.

I have seen folks in WvW with 50s of quickness. It might just be harder in raids because of the different comp and fewer people.
I am super glad it is back. My WvW Guild is back in action and I played six hours each night this weekend instead of one or two the past month or so.
Now if ANet would fix this bloody ridiculous boonshare bs…
Boon share has already destroyed WvW and you want it to be more broken? Hellz no.
Even WoW raids require multiple tanks and healers.
That is where the barrier used to be that stretched out to the cliff on each side. Funny they never fixed the wall sizes when they removed them.
I think the hot sale helped a lot as many people got it for their alt accounts, or made alt accounts because of it. Then you have to put harvesting tools and salvage-o-matic on the alt so gems. It adds up.
Hmm there are admittedly only fifteen to twenty of us but we all stopped playing a week or two after Alpine returned. Blobs did not help, of course, so I cannot just blame the one map we have had for years.
I do not think we are so much a pvd guild as a small havoc guild. We love to fight similar sized groups and generally ruin people’s day by denying them objectives. Or so I see it anyhow. And that is what I really enjoy about WvW. The blob fights and endless face smashing on keeps and Castle get boring quickly.
The thing about dbl was less people turtle-ing across the map and needing to learn something new in terms of siege placements. Additionally, it required groups having to spread out and take multiple objectives rather than blobbing on one and then able to move to anything before it is captured. That promotes smaller, more reasonable, and arguably funner fights. Smaller fights also mean less lag ;p
I know my entire WvW guild plans to be back in action on DBL come Friday.
I doubt many showed up at all on Tuesday because they found something else to do while the servers were returned. You really gotta stop blaming the wrong things just to spread your hate.
As to the food thing… If you rely on food to win a fight, then there is something to be asked about in regards to your skill. Ten percent more damage (seaweed salad for example) on top of your bunker build that does piddly damage is not going to make or break a fight.
Love how people are still so blinded by their frustration with learning a new map that they only see to blame it rather than the numerous other issues that plague WvW and continue to be an issue, like blobs and boon share. Focus your hate on something relevant. The polls showed how utterly wrong you are.
My WvW guild died because dbl was taken away and everything became blob fights and server bandwagoning, destroying the small havoc groups like ours in addition to stale content of Alpine.
Tempest auramancer tanking is easy as well. Can heal the party, continually apply protection, and Frost auras give a ten percent damage reduction to allies. Additionally, apply vigor and regen on every aura for even more sustain as they can Dodge more and passively be healed. Really fun and some of the best tanking I have ever done in raids.

I stream all my raiding, training and progressive. Just about anyone with a decent net can do it too, just gotta convince them.
Yesterday was having fun on my commander/wanderer mesmer and using feedback and the focus five phantasm to stop those silly Druids from doing anything at all.
Normally I play my zerker ele and enjoy all the people that go down within a zerg.
This morning I found nothing but frustration on my soldier revenant against a couple trap hunters. And then taking a camp took forever. So back to glass builds.
It sounds like I need to bring my carrion mesmer to WvW though since everyone hates them. Should be good revenge.

From what I can tell, only see it in open world pve maps. Not in WvW or raid or home instances as of yet.

My best tanking ever was on my tempest at vg with 1k vita. I am sure Xera is harder. Though all our chrono does is blade frenzy when she does and it is cake.
I still think escort is easier than trio only because of Nurella and those bloody fire tornadoes. Escort can be done like any dungeon so no reason any boss would be considered easier than it.
