Interestingly, I do get replies from those addresses, though their latency is much higher than what the client reports on the Options panel in-game, which averages around 80ms or so. To wit:

So I’m not sure that those IPs correspond to what the client is checking when it reports ~80ms.
It’s definitely puzzling that the launcher loads a small amount of patch data each time it’s launched, then fizzles out to 0kB/sec, yet I was able to download enough to log in on patch day, and the fresh install managed to download 5.64GB of data before stopping just shy of being playable.
I sent in a copy of ArenaNet’s GameAdvisor diagnostic output as request by support, and scanned through it for anything obvious, but the file is very verbose, and nothing jumped out at me.
Hopefully the good folks at ArenaNet will put me on the path to a whole and healthy client soon, but as always, if anyone has any ideas, I’m all ears.

personally, every patch i have to close/open the launcher like 10 times, else it drops to 0 kbps and never picks off, sometimes it does. mostly not.
My ISP connection is via 6Mb/sec wide-area wireless through a dish/base station link. I’ve been using it for about 18 months, and aside from occasional issues related to extreme weather or equipment failures, it’s been pretty good.
When I suspect network problems, I run pings just in case, and this is a typical summary of what my pings look like to GuildWars.com, whether the GW2 launcher is running (and exhibiting the patching problem) or not:

If there’s a better address to ping for diagnostic purposes, I’d love to know. The game servers themselves (as indicated by resmon) don’t reply when I ping their IP addresses directly.
My router is a Netgear WNR3500L that I’ve had since 2010 and is the same router through which I installed GW2 in beta and have patched it successfully ever since.
It’s not normal for me to have to restart the client for a patch to complete, and this problem didn’t occur prior to the Season 3 Episode 2 patch.

I requested help from GW2 support, and checked this forum to see if anyone else was having a similar problem, but didn’t see any solutions, so I figured I might as well post a copy of my support request here and see if anyone else may have found a solution to this problem already…
As of the Living World Season 3 Episode 2 the game won’t patch completely and the launcher stops downloading with hundreds of files still left to download.
On patch day, my existing installation patched to a point that allowed me to log in and play, but still shows over 1700 files left to download. Each time I restart the launcher, it will download from a few to a few hundred kB of data or so, and the files remaining count will decrement by around 3-12 files, then the downloading will stall, showing a download rate of 0kB/sec.
I’ve restarted the existing client’s launcher at least twenty times, with the same results. Leaving the launcher running doesn’t change anything: I left it running all night and it never downloaded anything more.
On the possibility that something was wrong with my existing installation, I moved it to a different directory and ran a fresh install using a copy of Gw2Setup-64.exe newly downloaded from my account page at Arena.net.
The fresh install stopped with the same symptoms shortly before the “playable” point on the download bar (after successfully downloading several GB of data) and showed the same symptoms as my existing client, so I ended up switching back to the old client, which still exhibits the same problems but at least allows me to log in to the game.
My pings to GuildWars.com and other Internet sites are fine while this problem occurs, and I haven’t experienced any problems with my Internet connectivity or computer performance that would explain this problem.
There have been no changes to my router, nor do the symptoms correlate with an obvious firewall block because the client has been able to download several GB of data without problems. There is over 250GB of free space on the drive where the client is installed, and which is the same drive on which I attempted the fresh install (it’s a 512GB SSD).

I’d just like to remind everyone that GuildWars 2 is an mmo. It’s a multiplayer game. Any mmo that allows you to play all content solo isn’t doing it right.
Insisting Guild Wars 2 — a game designed and marketed specifically to be different from other MMOs — should be like “any” MMO, as if it must conform to your standard, cookie-cutter definition of an MMO (which is wrong, by the way), really, really misses the point.
I’m not saying GW2 shouldn’t have group-only content, just pointing out the patent absurdity of arguing it should because some (and not all) other MMOs do.
There is a vast difference between group content in GW2 and group content in other games. You don’t have to wait for that specific role/build to come to play in the open world, in fact you don’t have to wait at all to participate in group content. You don’t have to form an actual party to play, you don’t have to WAIT at all, you jump right in the action and if there are enough players on the map they’ll join up and help.
Yes, sometimes you might have to give a shout on map chat to ask for help, but that’s nothing like advertising a party, or doing a LFG in other MMORPGs.
So Guild Wars 2 does things differently than other MMORPGs, that doesn’t mean it should be only for solo players.

From a marketing standpoint, it (and the ESL weekly cups and WTS tournaments before it) has been extremely successful so far, among the most successful projects our marketing team has ever launched to grow our title in the history of the Guild Wars franchise in return for the cost. If you don’t like it more power to you, don’t watch, but it’s absolutely helping our marketing folks make Gw2 a bigger game which I’d hope we’re all excited about. If you want to see the game fail I’m not sure what you’re doing here, but rooting against programs like pro league is basically rooting against Gw2 growing. When folks come here and rip on stuff like PvP, you’re basically hurting the games ability to grow – and personally I would say shame on you, if you truly love the game, be constructive and give awesome feedback and suggestions: but don’t knock it just cause it’s not PvE. And let’s be honest, it beats spending marketing funds on taxi confession ads or people spray painting wall cinematics if you ask me.
Opinions may vary, of course, but I think Colin is in a better position to determine the value and cost-effectiveness of GW2’s eSports initiative than anyone here.

To me the biggest sign that GW2 is on its way to being more welcoming to players like me rather than less is when they made Zhaitan killable w/o needing a party. You guys don’t want to know how long I had the “Victory or Death” green star on my HUD.
For whatever it’s worth, I’ve been playing since beta and still haven’t finished the personal story on any of my characters because it galled me so much to have to beg up a party to finish my personal story.
And I have 35 characters. All level 80. I consider that a failure on ArenaNet’s part, not mine, and am glad they finally fixed it.
It’s not that I mind grouping: easy grouping was one of the main things that attracted me to GW2 in the first place. It’s that I do mind forced grouping, and its relative absence is also one of the main things that attracted me to GW2 in the first place.

Hmm. Now that you’ve reminded me, I guess maybe I should finally finish up the personal story on at least one of my characters.

After being a member since beta, I left GW2Guru a couple of years ago because of capricious and unpredictable moderation.
The first time I received an infraction (which is something that almost never happens to me anywhere), it was explained as literally a difference of opinion over what the infracting mod thought I should have posted. No rules were cited, and I couldn’t find anything in the Forum Rules & Guidelines justifying it, but I shrugged it off as an anomaly.
When it happened again a few days later, I was again unable to understand what rule I had broken, or how I could even begin to know how to avoid being infracted again, so with a potential account ban seemingly inevitable if the pattern persisted, I decided to simplify the process by scrambling my password and never going back.

As for dungeons: the Dungeon team was disbanded after the introduction of the aetherblade path in TA.
As for fractals: the Devs only reused content to make the newest fractals (these revamps used to be part of the instanced pieces of LS S1, no new content appeard after this. )I sincerely doubt new dungeon being added ever as it stand now…. and I find raids an unworthy replacement. Though raids are the first new instanced (non-story) content… after the release of fractals and the TA aetherblade horror
