Support NEEDS to absolutely prove you are the original purchaser of the account. We should all be happy they are doing that part of their job.
That being said, I’m pretty sure nobody here but the OP (and likely the Support team) really knows the truth behind this rather “sketchy” tale.

I’m not sure anyone should consider the current GTX 900 series prices as “cheap” (bargin basement versions start at $200)…..yet.
$400 is a bit low for a total price. You could build a decent rig for twice that.

I guarantee this project was green lighted with a solid projection of revenue number and selling it via gems makes that number impossible to calculate (or estimate accurately).
One possibility is that PvP WILL allow for use of the Elite Spec line even if you don’t purchase HoT (to keep the playing field even). Face it, the code has to be in the game for you to play against it in PvP, so what’s the harm in allowing PvP players (that they are trying to increase) get a free “taste” of HoT?
Not saying it’s gong to happen, but it would certainly remove any “NOT FAIR” and “PAY 2 WIN” whining that could crop up in PvP discussions.

Skill Challenges are part of Map completion….the skill point was just the reward. They know.
The assumption that everyone will run Elite Spec builds 100% of the time is ridiculous. There also appears to be plenty of potential diversity even if everyone does mostly run Elite Spec for a certain class.
And you likely need to include a time zone indication when you say, “morning / early afternoon” (or GMT time) to get accurate answers.
There is an issue where some items get stuck with a “Account bound on acquire” state rather than “Account bound” and prevents them from properly stacking (or potentially being used properly).
SOLUTION: Place the “Account bound on acquire” items in a characters inventory (non-protected bag) and exit the game. When you log back in the item should now be “Account Bound” and be able to stack.
It did move to a different (tabbed) system under the Hero Panel, so you could have easily missed it. I imagine this will be just one of many things you will run up against that has changed since the early GW2 days.

The reason for the caps is technical and has to do with limited computational resources on any given zone. It appears they are going to raise the cap (at least on some enemies….maybe all of them) with the HoT expansion (or as another patch before release…it’s not clear).
Keep in mind that it IS potentially possible for EVERY target (players, NPCs, Red enemies, Yellow ambients, etc.) in a zone to get a stack of EVERY potential condition and the server has to be able to computationally keep up with all that data in near real time. While the odds of such an event happening is next to zero, Anet has to design the game to allow for that potential event occurring to NOT overload the available computational resources a zone has available to it.
No doubt there are other ways to handle conditions than what Anet has in place, but they have to work within the confines of what they designed (even if it was a poor choice to begin with). Reworking the condition system is a possibility and that’s not to say what changes we have seen in the HoT testing isn’t a small portion of them doing just that.

They’d be part of your build choice. It’s pretty simple.
Your “simplicity” is to remove all need to make a choice…..because it would no longer matter what you pick to use. How does that make the game better in any way?
Note that it is an ACCOUNT bound exotic. Designed to be used by multiple characters you level up later. This item is similar to the crafted exotic weapons you can craft every 18 lvls.
Those items have MUCH better stats than the LVL 20 RARE you can craft and I think I used the LVL 8 exotikittenil I crafted a LVL 30 RARE (that had some better stats). Frankly, you don’t need to stat boost but it’s a nice extra.

I’d be surprised if most players DON’T have personal Guilds as you can get some decent storage for potentially otherwise unused currency.
NOTE: keep in mind that NOTHING stored in a Guild Bank is EVER going to be returned to you if a hacker gets to it. Account rollbacks do NOT restore Guild banks.
A lot of T6 can be generated from Moldy Bags in Orr. Dont’ forget that promoting T5 is also an option (tho you should look at prices to see if you’d be better off selling the T5 then buying T6).
I’m pretty sure they HAVE stated that existing skill points (and items that give skill points) will become some sort of currency to obtain Mystic Forge materials after the patch. Nothing they have stated indicate you will gain any advantage by using all your scrolls nor will you loose anything by NOT using them before the patch. I’m pretty sure their goal is to give NO advantage or disadvantage in either case.
To answer the OPs question: Yes, they are going away, but you will not “loose” them….they will be converted to something you can buy Mystic Forge materials for and I seriously doubt there will be any difference between using them all now and holding them until the patch drops.
…or learn to lock the computer (WINDOWS + L on a Win machine) when you leave it unattended. This should be common sense to protect so much more than just your GW2 account.
One thing to consider with this complaint / request; where do these “deleted” characters get stored and who pays for that storage? While you may state that this should be a negligible amount, keep in mind that there would be no way to determine what a player MAY want to recover x time in the future (if this feature were offered) and I can assure you that during my key running days, I deleted at LEAST 25 to 50 characters per week….and I’m not a hardcore key runner.
Also, many players coming from monthly subscription games need to understand that no one player is spending X amount of money per month on this game and thus there is no known income from any one player that could possibly support this kind of additional feature from an economic standpoint.

I loved Cantha, but there are REAL social (and now economic) concerns here that will prevent it from happening. I’m going to go out on a limb and guess that part of the “agreement” with being able to do a Chinese game included NOT doing any Canthan content (that is potentially offensive to some oriental cultures).
Not gonna happen (and I’m not happy to say that at all).
I’m all for an NPC trader that lets you change Ascended chest stats (for whatever cost) but the minute they make Ascended “buyable”, it will become the new “exotic” gear (not that I find that idea all that horrible).

Is there a way to recover a character you deleted by mistake?
It’s not possible to do this as you have to type in the character to delete’s name to perform the action (pretty much impossible this could be done “by mistake”). Making the mistake of not removing items you wanted to keep before deleting is NOT the same thing.

I have no problem with a discussion about some sort of “condition critical” addition to the combat system, but making outlandish and exaggerated claims about the general state of the game just makes everything you say seem ridiculous.

Describing the current BiS situation in GW2 using the terms “equipment gap” and “equipment spiral” is simply hilarious. This is a troll post, right?
There is only ONE aspect of the game that “requires” Ascended equipment (high level Fractals). There is NO “Equipment Spiral” and Anet has stated there will not be any higher tiers to create one.
Beyond the SN used to activate the account, I can’t see HOW they could track the ownership if the game was not purchased directly from ANet. If OPs SN was available to another party (via email or Bestbuy account hack), that may be the root cause for this issue to begin with.
It’s against the EULA to sell an account, so doing so would make the account ownership a moot point (as Anet would simply ban it). Not beyond the realm of possibility that there is a connection to this issue. The fact that it is NOT cleared seems to point to some sort of actual dispute between players (not a gold seller hack at all). Pure speculation and no intended accusation.

I’m hoping for GW2 3rd year anniversary release (Aug 28th). Gives them time to run a few more Beta and Public tests over the summer (but I may just be wishing to hard).

What? No it’s not at all. The question is perfectly valid even if the answer is simply “chance”.
Your assumption of them is the thing that should be questioned as it’s validity seems motivated.
What I meant was that asking the question, “Why are certain accounts luckier….?”, both validates the idea of “lucky” and “unlucky” accounts and legitimizes the overall claim of such by simply asking the question. The question, “Why are certain accounts seemingly luckier…..?” is (IMO) a valid question to answer, but maybe I’m just nit-picking semantic. Carry on.
None of those game you mentioned started as F2P and still all have “premium” tiers so they are not strictly F2P nor need to follow a F2P model 100%. They have OTHER sources of income. GW2 does not and was modeled that way from day one.
Considering those games that have an F2P mode as true F2P games (with “successful” F2P economic models) as equivalent to what GW2 has been all along is simply not factual at all.
I think the idea that the very nature of HOW DR works and is “removed” is pretty much a mystery (for good reason, I believe) is a HUGE part of the problem of the (mistaken) belief that certain players (or accounts or characters) are “unlucky”.
Most players don’t realize that it’s entirely possible for a character to farm an area to trigger the DR code and then log out…..log back in a month later and the DR code is STILL possibly active on that character at the present location….(they may actually need to actively play in another zone to turn off the DR code affecting them).
The fact that the above scenario may be possible could GREATLY effect a players perception of their “luck” within the game. That does not change the fact that they are 100% mistaken when they claim their account is “unlucky”.

Either you are relatively new player or have a very short memory. The Wardrobe and Dye system are now VASTLY superior to the original ones, but nobody wants to hear about those improvements that every player got for FREE. The only players complaining about the Wardrobe system are those that have not accepted this game’s convention of having to pay for cosmetic alterations. I get it’s something that takes getting used to, but it’s not going to change.
What relevance does specific hardware and CPU release dates have to do with this issue? If this requested change does not positively impact a rather large portion of the playerbase (without requiring hardware updates), how could it even be considered from a business standpoint?
Nobody is disputing that an upgrade of the game to DX11 or DX12 wouldn’t improve the game experience (for those that have the hardware to take advantage of the change). The question here is how does this improvement benefit Anet financially? That is a valid question and the FIRST one NCSoft will ask when they look at the project proposal. I’m not saying it has no impact, but exactly how would you measure it if you were trying to convince someone that it will make more money?
I’m of the opinion that short of flat out lying to the higher ups with massaged numbers (a marketing specialty, BTW), you can’t do it. How easy it is to do is this update is something we can debate about all night long, but if you can’t prove to the decision makers this change is going to generate some additional revenue, it’s a pointless pursuit.
I’m 100% speculating, but seeing how Anet hasn’t mentioned this issue since before release, I tend to think I’m more right than wrong. It’s been looked at and has been determined to NOT be economically feasible (even if some players here want to wish it to be).

Note that when you activate (or reactive) the Authenticator it DOES provide a code that you can use to move it to another device…..good idea to write that code down and keep it in a safe place so this doesn’t happen again.
Do a TRACERT before and after this happens and compare them. You may be surprised how much your ISP (or their contract internet providers) can do via a timed throttling profile or there could be piece of malfunctioning equipment in the routing (still due to a routing profile change YOUR ISP is allowing to happen to your connection).
If it looks like you wifi connection may be suspect:
Try a different wifi controller on the PC end?
What about updating your router firmware?

95% of all Reboot / Shut Down issues are either Power Supply or Memory related failures (but Windows DOES default to rebooting on ANY BSOD so you need to turn that off first).
If you are getting a blue screen the TRAP error (google it) can often lead to the root of the problem.
To play an Ele right takes a LOT of work (button cycling). Just tossing that out there.
OR
Just experiment in the discovery panel. WARNING: do NOT craft a lot of any one item or you will possibly run into storage issues as cooking has LOTS of intermediate ingredient stages that do NOT have a slot in crafting storage (in order to keep them, you have to use actual bank or bag slots).

Anet has been pretty clear about NOT introducing features that would discourage partying with other players and Heroes / Mercenaries from GW1 would certainly discourage general human interaction.
Anet has never been shy about admitting Racial Skills are sub-par….directly by design. They have said that they don’t want everyone playing any particular race due to a favored racial skill….(or any statistical reason to favor one over another).
I guess what I’m saying is Racial Skills suck for a reason….working as intended.

Never could understand the need to use all caps on random words.
Caps are easier than inserting italics…it’s for EMPHASIS (no that was not RANDOM either).
But that aside the combat camera in this game is a huge inconvenience. Targeting and trying to click on foes in a mass of particles is trying at best. Add in that the mouse icon tends to get lost in the confusion it can be more frustrating.
The OPs request is not about fixing the combat camera, but something MUCH more. Also, if you are clicking on targets, I might have found your main problem….try the target selection buttons instead.
While I can respect that you want to have resources placed elsewhere that doesn’t change that this is one way of addressing camera and mouse targeting issues that many players complain about.
It’s not what I want, but what Anet can afford to spend resources on. I certainly support some sort of slider to remove particle and other effects in a Zerg and possibly some type of modification to the RMB issue, but a full revamp of the combat system is simply not needed.
As far as this mod is concerned, use at your own risk is about a simple an answer as you will likely ever get.

Threads like these only show it’s a PERCEIVED problem, not an actual, provable, fixable, problem. Perceived =/= real.
On the contrary, when you are a business serving customers, a perceived problem is a real problem. It may not be a technical problem or a computing problem, but it is still real in the sense that something you are doing is making your customers vocally unhappy, and it is most definitely fixable.
Just to correct, a perceived problem IS a PR problem, not necessarily a REAL one. Does one guy in a trench coat standing on the corner with a sign constitute a perceived problem and is the REAL problem the one listed on the sign or why the guy in the trench coat got to the corner in the first place?
A few customers with an ACTUAL issue that can be duplicated is a problem that definitely needs addressing. A few customers that think there is a problem without an real proof or way to allow the problem to be duplicated is a “different” kind of problem that may not have an acceptable solution.
