I’ve not read about support restoring drunkenly-deleted characters, or items deleted by mistake. Except for very new users and the DDE items, I haven’t heard customer support replacing anything that was lost because of user error. This seems to be their policy, and except for account restoration (which utilizes the once-per-lifetime limit of which you speak), and which you probably do not qualify for, I am afraid you will have to live with this mistake. I feel for you; I just made a stupid mistake in-game last week, and lost an irreplaceable item. Oh, well, I will be more careful in the future.
I am guessing you did not read those rules you agreed to before playing the game. Pity, you might have avoided this forced ‘vacation’.
The username has nothing to do with logging in…to log in you must use your email address and password associated with the game.
I am pretty sure when you purchase the game, you can choose a server at that time, but even if that is not true, you can change servers free anytime you delete all characters. It costs to transfer characters, never accounts.
I am not saying it seems fair, but this may be why some get infractions:

I really enjoy my Necromancer, much more than my Mesmer. Though I really like the look of my Mesmer. I like being a Minion Master; I have more luck with minions than clones and phantasms.
In other words, I’m a lousy Mesmer. =P
@nwn…It would be prudent to remove your personal information from your post.
i.e. your email address (that is half the information a hacker needs)

I am not sure that the leaderboard shows the last time someone received an achievement point, but the last time they were logged in when the achievement boards updated. (The time in question more of a ‘as of this date and time’ thing.) As, for me, it shows 7am, and the last time I got a point was the night before.
Also, I am not sure this information is all that pertinent to a guild, as it does not show which guild the person was representing when they were online, just that they were, in fact, online at said time.

I don’t care for dueling, at all. I do put out a feast sometimes, even when it isn’t required for a daily, and people always join in, even if I am not partaking. I am pretty sure not everyone ‘hates’ costume brawls, and prefers dueling.

Wow, that’s a new one. Sounds almost good, except for the ‘verify your ownership’ part. Someone has been doing their homework.
If you make it past character creation with said name, and if no one reports the name, and no ArenaNet staff see the name, you may be ok. But since you brought it to the attention of the forums……

Many people use programs to monitor their fps. Fraps allows one to see fps. I use Game Booster.
You can use the command line edits for GW2 ( -diag ), if you would feel more comfortable. No other programs involved.
You should contact support so they can help you with this problem.

If it was deleted for any reason other than being hacked, probably not. You can contact support through ‘Ask a Question’, and they will tell you what can be done. Good luck.
Perhaps, someone already has that name. Not sure what kind of error you got when attempting to name your character.
This list stops somewhere in the 80% range. At least, it does for me. Or did for me, maybe it goes further now.

The only thing, other than contacting support, that I can suggest is to make sure you are using your email address to log into the game with, and not your display name, i.e. ericneo.9176.
If you are using your email address to log in, and still experiencing problems, do open a ticket with support. They will help you get into the game asap. =)
Maybe reloading your browser, or a computer reboot. Sometimes, things get stuck and wonky, and they need a good restart. Again, good luck. =)

Funny, the world select option works for me. I choose ‘World’ and a different dropdown box appears, and from there I choose my server/world. The list then shows me where I am amongst all my server/world-mates.
I have given 79.99, I believe, the cost of a DDE, and nothing more. I have, however, bought many things from the ‘cash shop’ by exchanging gold for gems. =)

He could contact support for help, or he could make another account with a new email address. Either way, he can download the client before he gets an account, and be ready to activate it when he is ready to play.
You should not ‘probably’ contact support, you should definitely contact support. Support might find evidence, later, that your account was involved in botting or RMT activities during that period and terminate the account. You would want it on file that YOU did not have control of the account at that time. Just a friendly tip. =)
In the US, there is sales tax (which varies by region), as well as other taxes on goods, depending on the goods. Some goods have no tax, some have one tax, some have several.
Again, depending on region (city, county, state). As well as use taxes on some items. All taxes are added to the total sale, usually taxes are not displayed on items. (A few items in stores are sold $XX.xx [including tax], but this is not the norm.)

Do make sure your mailbox isn’t full. Delete all but one or two letters, and then wait and see if you get a delivery from the Trading Co.
You can put a new skin over it, or move the skin to another item (transmutation), but you can not just take it off and put the ‘skin’ in inventory, again.
With possible millions of accounts, it should not be surprising to see items listed to be bought or sold every few minutes, or even seconds. I know that sometimes I list crafting materials and they are sold as soon as I list them, and other times it takes minutes, hours, or even days for them to sell. It just depends on whether the item is in demand at the time.
Yes, they did say that way before launch, but I am pretty sure they changed their minds.
Hmm, I played a couple of times today, and I had no download. Also, I just tried logging on, no download, no problems. I have no idea what server you are on, though. HoD here.
As there is no time allowance indicated in the official information, it is on-going until they do decide to terminate this. When ArenaNet does decide to terminate this, they will let us know sufficiently in advance. =)

You respond the same way you spoke to support before…amend your ticket with support asking the new questions. (Open your ticket and type in new questions and send it back to them). Good luck. =)
Your best bet is to open a ticket with support and/or post this problem in the Tech Support forum. It is probably something to do with your email provider. You might consider changing providers, but again, you will need to speak to support to change your email address associated with the game.
Respond to the ticket indicating you need no help resetting password, but are interested in finding out if you qualify for account restoration. Did support help you get your account back from the hacker? If not, they will probably need some time to investigate what has been going on with your account, and you may get interim auto-responses while they do.
Glad to know it wasn’t just me, but it’s working again now, so all is well.
