2) Target dodge and autocast clone|bomb
3) You deal zero damage
4) Engineer also buff protection
Most of the blind applying skills have long CDS, the ele and mesmer aoe blinds have 20-30 sec cds.
Blind should be active defence not aegis. 1sec enough for any situation in pvp.
Disagree with OP about retaliation. However, I do believe that retaliation needs to be telegraphed better. Retaliation is designed to be the counter to burst specs; if you take that away then it becomes next to useless.

Retaliation along with confusion is meant to punish burst attacks, just like blind and aegis cut spikes.
3 targets pw 9×3=27 hits
270*27=7290 retaliation damage for just 1 pistol whip
These three things in its present form can turn a good pvp build into zero.

You certainly run out of the smoke of the field. But you still a very long blind.
Possible fix
Very simple and correct solution to the problem of blind limit the duration of 1 second(with +50% condition duratation 2 sec). And remove Stacking.

1 Cluster bomb or 1 Pistol whip can eat 6-7k damage from Retaliation.
Engineer can suicide in 1-2 second from Retaliation when cast grenade.
This strange mechanics kill a lot of builds that pretty strong in PvP.
Possible fix
But you just need to add a 1-second cooldown and reflect on attack (not each hit: clusterbomb etk) . This is not reduce defense mechanism. But correct the situation when the attacker receive more damage than target.

yes sometimes bleeding will get removed but with so many ways of going invis u reapply 5-8 stacks every 4 seconds.

If you replace a daze to stun, it would have corrected the imbalance stealth attacks.

I think TS just needs to be made unblockable when applied to the back and you can keep the Daze in it.
This is pointless. For it is only one application: break guardian shelter. But CnD will be blocked.
The problem is that you open with “Tactical strike”, target presses dodge and the thief does zero damage. A great tactic for burst profession.

Why is KD better than Stun? A Warrior can easily get 50% more crit chance on stunned players but not on KD :p So from a team fight perspective, I’d rather get Stun.
Also you can increase their duration by 1s usually just by taking a Sigil of Paralysation.
Many stunbreak does not save against KB.
I suggest 1.5 sec stun 1.5*1.15=1.725 == 2 sec stun.

You can see smoke, the shadow refuge animation, red circles etc. And you need to invest traits and utilities for doing that (for a bettere init regen). There are a lot of “marks” that point to you where the thief is.

Yes, it is practically useless build for hotjoin, but in tpvp you can’t counter this permatrololo.
So, what is the problem? You got to DO something every couple seconds to stay in stealth, and you need your skills/traits set up for it. It’s not as if you can just stay in stealth for minutes and still be attacking people (effectively) while doing so. As soon as you use initiative to attack people, you won’t have the initiative to keep stealthed. And, as people say all the time, a thief who keeps stealthing to troll people e.g. in WvW won’t bring many points to his server, he’s just an annoyance to solo roamers. I fail to see the problem.
Because counterplay. Thief with permastealths always beat all other thiefs with 7k+ backstab. He can always stand near your lord and point. Yes, you can stand up smokefield, but it is not the solution.
Only 1.5 sec daze totaly useless in spvp.

And it did. Now, FS does less damage than the PW, and costs the same ini. And most importantly removed stunbreak. Now, for example if the thief stunbreak on cd then kill him (warrior / ele / mesmer) per cc chain.
