As far as I know, the cooldown will still exist. Nobody said anything about any changes on this.
No, there is not. And it is no account issue too.
Take the last 4 letters and you will understand.
For guild issues there is a sticky here https://forum-en.gw2archive.eu/forum/support/bugs/Issues-with-the-Guild-System-Post-here/page/4#post1295483
The problem is mentioned there too.
Try making a support ticket. Anet don’t like such behaviour and there are rules in place.

As this is no bug I guess that this thread might be better to report such incidents (although it is thought to fight bots, but I don’t distinguish between bots and hacks and the reports might need about the same information).

All you possibly need to know was laid down here:

So do it. And don’t do it on the forums. That will do nothing for you or us.
You don’t want to accept, that somebody may have hijacked your account to do something with it, while you have been busy with real life. Or, a second senario, that there has been a mistake in banning you. Both problems can be solved with just a little bit of patience.
Of course I would be angry too if something like that would happen to me. But humans do make mistakes and there is no 100% security. So yes, somebody might abuse my account. I will be able to wait for the remedy from support.
Either you do that or you run away. It’s up to you.
As far as I know, there is no automatic way to do so. The GW1-friendlist was not copied to GW2. The only connection between the 2 games is the Hall of Monuments and even that only give you points.
The link can only be seen by the games owner.
You will not be banned because of a report. There must be more convincing evidence to do so.
But there are mistakes. And in order to correct that, you need support. That cannot be done via the forum.
And there are other reasons as well for something like that. Ask about it: not here, but via support.
Normal playing won’t get you banned. So forget all your ideas about it.
There is only one way to find out what happened. Write a support ticket. If this is older than 3 days and unanswered, write the ticket number on the special sticky thread for old tickets.
BTW There is higher chances that some unfriendly person took hold of your account and botted with it, than there is in your ideas. So get an answer from Anet. Forum will not be helpful.
I tried to purchase something from the AH (it showed availability), but would take about 10 seconds then just give me an error. I continued playing and 30 mins later I decided to try again only to notice that my 6G is down to 79S. Please look in to this.
Check again on your purchases. There have been reports of lags in the shopping – hours or days ( I don’t remember which, but at least hours ).
There is a sticky for guild problems.

make a support ticket and if that goes unanswered for more than 3 days, place your ticket number for review in the sticky thread for tickets older than 3 days.
That’s all you can do now.

via support ticket
You should have looked into the technical sub-forum.

I never heard of such action: unlinking one account and relinking another one. My guess: don’t count on it. But who knows? Just ask via support ticket.
On sharing an account: Don’t do it. According the rules it is not ok. But again – you decide, but you pay the resulting price. If something is wrong, nobody will help you. It’s your responsibility.
I’m not sure if this is a bug or not, but i just transfered from Northern Shiverpeaks to Tarnished Coast and i lost everything i did in NS. All stats got reset to 0, i had a few things to rank 2 and one to rank 3. It was a lot of work lost considering i did all of that by myself…
no bug – anything you do (influence points, guild buildings) is server bound. once you return, you get it back.
Can you make aliasses to at least one good mail account? I can do this and I did.
Those may count as different mails for Anet.
I have read several times on this forum that upgrading an item with runes or jewels will cause such a result.
Don’t know though if it is a bug or intended.
There was once a price mentioned on the wiki. But it has been removed. I found it on a talk-page in the wiki. But be careful, it is only an estimate! Once it is public, prices could be different.

Guild Name: ModNation [MOD]
Sever: Gates Of Madness
I am the leader of my guild. Recently I cannot add anyone into the guild but I can kick any guild members.
So I really hope you guys can help me to fix this.
PS: Stuck at player member cap of 50 but even after removing inactive members down to 48 i am still unable to add new members.
There is a limit on open invites too. That can be the reason behind this.
Topic: Influence from logging in
I’m now up to 10,040 points lost since September 1, 2012.
Sometimes the second account is completely lost. Especially if it is the second in order to be called upon on a day. The sylvari city or the charr city seem to pose a problem too. Just be careful when reading this, because every time I saw a pattern it wkittentered the next time I logged in. So no definitive prove yet.
You should have all the necessary information to claim your ownership. But if you are in doubt, you should open a ticket and ask via support. That way you can claim ownership NOW and nobody else will ever be able to do it.
At the same time, if the hacker had been doing some botting, you might prevent a ban that way.
Ask about what you can do about increasing your security too. As it involves the steps you have already taken, this answers might be scaled to your personal needs.
As far as I know, you will be prompted when you select the character.
You can do anything, but it is not encouraged. Anybody beside you who knows how to gain access is a security risk. If you would return here to say “my brother did this, please turn it back” or “my friend was botting – not me, return the account to me”, you would be in problems, because it was your decision that made that happen.
Having said that, I’ll have to admit that I am a father and as such I would technically own an account but I would let control of it to my kids. In fact I did, but I bought additional accounts for them.
You do what you want to do. Technically the rules of conduct don’t allow account sharing. So you take the responsibility and if something is turning bad, you pay for it.
If you look at the third party sticky, you will see that they don’t want to say: “this is ok” or “this is not ok”. Where do you take a stand? There is no steady ground on this. Best is (IMHO) to stay away from anything like that.
Whenever you have enough incentive to ask, there is enough information to say: no. Otherwise you would not ask. So when in doubt, refrain from doing it.
one button = one action
That’s the rule. You don’t follow the rule. Technically at least you would be out.
Although I think it would be borderline. On one hand, you don’t do what others can do differently and there would be almost no difference. On the other hand, it is not according the rules.
Final verdict for me: I wouldn’t do it!

If you are going to attack somebody who is giving answers, you will not survive long without getting into trouble again. So I guess that’s why you need to know how far you can go without being punished.
Good luck! You need it.

They have already said, that they will not publicly discuss the penalties and the internal rules about them. They simply don’t want the users to work around penalties. If you know in detail what will happen when, you tend to go to the margins but you won’t cross the line. In order to have a clean environment you keep shut up and the people are more careful.
At least that is what they want to achieve – as I understand it.
If you want an answer you should ask the special mail-address. But don’t count on getting an answer. No answer in guaranteed there or here.
Just open an account on support. It doesn’t have to be an NCSoft account or a GW-account. Just go ahead.
If your mail and password had been used before on other sites, chances are high that those sites got hacked and your information was harvested and later tried on with GW. So even a good password gets corrupted if it is recycled.
That’s the reason why Anet asks for unique mails and unique passwords. Combinations that have never been used before.
The other one has the keycode. So he could claim to be hacked to get “his” account back. How shall Anet fix something like that?
You’ll get a chance to do this. BTW inappropriate names give suspensions no bans. So you are out for some time (usually 72 hours).
First, your security was not sufficient if somebody could take the account. Do something about that.
Second, Anet bans an account if something happens bad with it in order to protect the legit holder from damage. That CAN coincide with you getting it back. Just make a ticket and get this resolved.
You have to do it yourself. Just the way that is publicly announced.
They don’t do ETAs, except it is going to be rolled out with the next update. Until this will happen they stick to just one rule:
It’s done, when it’s done!

If you had read that another post or thread could have been spared.
It seems that sometimes immediately after posting something on a thread, that thread is marked unread for me. Not all the times but quite often enough. And it shows off completely unread and not the one meaning read but posted again. It just looks as if I never had opened it, which is strange considering the fact that you had to open it before you could post there.
The usual result should be that the thread is marked read until somebody else posts in it again.
After I have entered all the information into the form, I find I have to click out of the last form box, click somewhere else on the form and then the PayPal button will light up.
That is not new. You will ALWAYS have to select the payment option, even if it SEEMS to be preselected.
It was mentioned in another thread. I just don’t recall when or where.
The display name currently is not to be changed by players. And if somebody has already shown bad taste – inspite being asked to follow the rules – cannot be trusted to do better next time (just IMHO).
But who on Anet’s payroll would be able to read it. A company that offers something, must be able to control it. If they cannot control it they might run into legal problems if anything goes wrong.
Finally its no Account issue. It’s a suggestion.
It’s not a bug. It belongs to the Event there.
One button, one action = that is what is allowed. Anything else is against the rules as it was stated on this forums several times.

Write a ticket. If you cannot solve it by your own, that is the only way to solve it.
