If you suspect a user is cheating, you can report him using the in-game tool.
You can also submit a ticket to the support. Submitting a ticket will allow you to join a screenshot and a short explanation of what you saw and suspected.

It is still not possible to transfer a character to a full server. Please have a look at the Update Notes – January 28, 2013 for more information about the new update.
Here is the paragraph about transfers :
World Transfer Fee
It now costs a gem fee to transfer your home world.
Gem fees for world transfers are based on the population of the world you are transferring to.
Each account is still limited to one transfer every 7 days.
Players still cannot transfer to servers that are “Full".

When you see someone appear with a name like fhfhfhfhfhf, immediately click on them, right click their portrait, hit ‘report’ and then wait and see what they do.
When you click report, it will open a small window for you to choose what to report them for; once that window’s open, it stays open until you close it, even if they port away.
Please report them as Haltus Kain explained.
On another hand you can report them submitting a ticket and providing the screenshots you took.
