Horus, we do have a Customer Support going and they are working for the community. You only need to reach them following this link and sending a ticket (go to Ask a question). They are the ones you should contact each time a new incidence arises.

There is an in-game reporting tool which works for botting and hacking most of the times (right-clic on the user and select “botting” as a reason for report); however, for episodes of exploiting and hacking we also accept reports (screenshots, names, videos and factual descriptions) sent to the following email address: exploits@arena.net. Your situation seems unfortunate but I am not sure it would fit in any of those categories and therefore, it cannot be really reported.

What you have to do is send a ticket to Customer Support, here, describing the problem and providing them with as many details as possible (account name, character name if he has, serial code and so on). They are the ones who can effectively help with this kind of problems.
