With a new ISP comes new routes the data takes to reach the GW2 servers. There is probably a hop along the route that is slowing you down. Your ISP is likely not to blame.
Do some research on a program called Pingplotter to find the hop along the route that may be slowing your connection down.
Doesn’t matter how many programs you close, how much you optimize your OS, or how much you overclock. Your CPU sucks.
My tip for you is to upgrade your system.

which is dumb because its obvious they balance the game around TPvP. For a game that wants to be esports, it needs concise descriptions of skill cooldowns and how other skills interact and effect each other so people can make builds without having to do guesswork or redundant most of the time kitten attempts at “testing” something.
Theres so many traits that literally say “A chance to do damage”
-How much damage?
-What percent chance?
-What cooldown
-Is there skills which this wont proc off of?

I wouldn’t doubt those Intels have good single threaded performance either.
When Bulldozer first came out, I heard the single-threaded performance of the 1090T bested that of the 8150. Your 8350 may have “some” improvements, but the single-threaded performance is not ANYWHERE near the latest Intel processors such as a 3770k.
If you are truly truly truly serious about massively boosting your FPS, you have to switch to Intel.
Torment is troubling. If classes like Thieves take damage when they try to dodge, they are going to die fast.
Thieves can remove conditions (especially human thieves), reduce the duration of conditions using certain food/buffs, cure conditions with stealth, and mitigate the damage through other ways.
As a thief, I honestly am not going to worry.

Tested in Orr, yeah that seems to be the case. Maybe to prevent on demand invincibility? From what I recall cutscenes make you invincible.

Sounds like overheating memory modules on the GPU. I know you say that the GPU die itself isn’t getting hot, but maybe the onboard memory is. I would take it out of the computer, remove any dust with compressed air, and reseat it. If that doesn’t fix it, perhaps some portion of the GPU is beginning to become defective. Find out if the GPU is still under warranty. Also, run a program called FurMark to stress-test the GPU. This will truly determine if heat is the culprit or not.
There is nothing you can do besides overclock. When I overclock my 7970, I can get a 3-5fps increase. When I overclock my 3770k, I can get some extra FPS as well.
The problem with your CPU is dismal single-threaded performance. This game demands single-threaded performance which your CPU just can’t provide.
This sucks and your story makes me feel really badly for you.
Based on how much work you claim to put toward this game, you should have found atleast 5 precursors by now.

The reason people complain is because there are legitimate concerns to be complained about. This game has issues, some of them severe. If the squeaky wheel gets too squeaky to handle, ArenaNet will apply the grease.
the moment anet condones the use of any specific macro, everybody will be bombarding them with queries asking “what about this macro? or this one? are these ok to use too??”.
arenanet simply does not have the manpower or time to answer such petty inquiries.
use them at your own risk. if it is something that doesn’t give you a clear advantage in terms of progressing in the game and gaining money, it is most likely fine.

After completing the murder case, talking to Inspector Ellen Kiel results in her saying “Entry to the stage area is currently restricted.” but there are no dialogue options for the player to use. The only thing you can do is X out the conversation.

I have no argument. Simply pointing out that the world has changed. Cragstead is in the process of being rebuilt, with NPCs who thank you for helping them collect their mementos. Southsun has several new structures and outposts which didn’t exist before.
I am slightly perplexed by your wording. “Provides players with nothing.” What do you mean by this? Because by that definition, you’re somewhat correct. there is nothing “provided” aside from a few new NPC conversations and new scenery. But doesn’t that fall under the category of “change?”
your point would’ve been better if Cragstead and the Hatchery had been open world areas, but they’re instances, so they have little to no effect on the actual living/open world.
Not only if they were part of the open world, but if there was something to do there and their events had an effect on other aspects of the area.

If Mount Maelstrom erupts and a lava flow permanently destroys part of the forest, that is change. If centaurs migrate closer to Divinity’s Reach as to replace the drake population with centaurs, then that is change.
Adding a few instances whose existence provides no change to the world outside of the instance is NOT change.
These temporary events “temporarily” change the world and then the content fades away as soon as the event ends. The point of this thread is to protest this and demand change in this so-called “Living World”.
So then what do you call the new (permanent) settlements in Southsun?
That fits my definition of change. Let me remind you that after the first Southsun event, the area didn’t become useless and none of the dynamic events went away. With Cragstead and Hatchery, there is nothing to do anymore. In my eyes, Southsun is an expansion upon Tyria. More of these events need to become permanent additions/expansions to Tyria. The world must permanently change due to their existence.
