Because they are modeled after Humans by the Pale Tree.
Which raises all sort okittenward questions, such as if they do have genitalia, how did the Pale Tree come to get such insight into the matter that she could recreate them? Did she have two Humans come forth and do the dirty infront of her so she could learn how it works?

One could also argue that in a in-game universe where there is total war between the races, the BLTC would never have been able to exist in the first place. At best it would be a local Charr merchant guild.

I love how you’re just waving away the intro cinematic which is clearly there to introduce the Norns as a whole. You don’t think there is any sort of symbolism in that Norn warrior lifting that huuuuge boulder? You refusing to recognize the evidence there is does not automatically make it false or otherwise non-existent.
Also best? When did I ever use the term best? I’m talking about physical strength here. The Norns are stronger than the other races. A Norn is far stronger than a Human of equal size would be because Norns are not simply “large Humans”; they are beings of mythological strength. So when it comes to feats requiring nothing but raw physical strength a Norn would trump a single Charr/Human/Asura/Sylvari with ease i.e Norns are stronger than the other races.
How are you not getting this?

I’m sure you’d take Vapour Form (who wouldn’t?) but Vengeance? You’d get so frustrated with never being able to use it that you’ll be begging to get your fast-charging teleport back, trust me.

What we really need for all classes is a little hotbar above our main skill bar where we can put stuff like weapons, armour and consumables so that we can quickly use stuff without having to either open Inventory or Hero Panel and look for them. Of course, any and all restriction currently in place would apply so you couldn’t switch armour or weapons in combat.
That would be soooo lovely.

Vengeance available straight away would be way too powerful if you consider the trait Sweet Revenge. Heck, it’s still pretty powerful as it is.
How is an ability you never get to use “pretty powerful”? You have no way to stop people finishing you off if they are more than one and it takes a month to charge up.
You cant compare going back to life, allowing you to ress allies, kill foes, even LOOT, lol, do w/e you want, to vapor form where all you can do is run away.
The comparison isn’t really fair I agree: Vapour Form is way better. It makes you immune to damage and conditions like Stun or Immobilize, guaranteeing an escape if you’re fighting near a Keep/Tower. Heck, most of the time you will be saved as long as you can rush into your friendly zerg.
In Vengeance you can be controlled and promptly beaten to death within a second of rising. There’s no way you’ll escape. And even if you do, by some miracle… did I mention that you still die when it ends?

Shouts only move your mouth and as such Anet made it so that the animation can’t be interrupted by movement (you can even shout when knocked down).
Also, the Stun Break on Shake It Off! is for personal use only, unlike the curing of Conditions which affects party members.
As for Shrug It Off!, it does not put Shake It Off! on cooldown or vise-verca. This is isn’t guaranteed to work with similar Traits though. For example Last Stand; if you have this Trait and manually activate Balanced Stance you trigger the 90 seconds cooldown on Last Stand.

1 does damage. Nothing fancy like inflicting Conditions like most other Professions. But it is alright I guess.
2 is horrible. A single-target Knockdown? It is useless in WvW because even if you knock one guy down, anyone else can easily finish you. Even in a 1v1 situation the Knockdown usually don’t last long enough for Vengeance to charge up.
3 is horrible as well. Compare it to Vapour Form or any other 3 ability, it just takes ages to charge up. Not to mention it kills you regardless, unless you’re very lucky.
Add 2 and 3 together and you have a truly sorry Downed State for PvP. You’ll never get to use Vengeance because you can’t keep people from finishing you off. I either suggest changing 2 to a pbAoE knocking everyone within finishing range down (similar to Guardians blue shield thingy) or make Vengeance available as soon as you hit the dirt (like Vapour Form).

The design of the racial skills, including the elites, is that they are for flavor and are weaker than regular skills.

No they are NOT supposed to suck. I’m not taking that “philosophy”. Tier 2 Elite skills that cost 30 skill points are supposed to be mathematically 3x better than that of their tier 1 10 skill point counterparts regardless of racial or class specifications. Elite skills are supposed to be strong and effective in battle, not a waste of a skill slot! Redo every races racial elite skills and then that’ll make everyone happy.
Yeah, sorry that you’re not “taking” it, but that’s how it is. Anet have said that racial skills are supposed to only be “fun” and add “flavor” to the races; they are not supposed to be usable because that would upset the balance. They don’t want one race to be “better” than any other at class Y or X because of their racial skills.
Which is why I’m stunned that Hounds of Balthazar still hasn’t been nerfed; you regularly see Human characters picking it over their class Elites. When was the last time you saw a Norn use Become the Bear/Wolf/Raven/Snow Leopard other than to mess about?

There is also a NPC (enemy skill challenge actually) that is a Raven Mesmer. I could definitely see followers of Raven being Mesmers, masters of trickery.

Could we please get these to save our auto-attack choice as well? Sometimes I like to joke around in Bear Form but it is such a pain always having to mess about with the CTRL key just to allow myself to attack normally.
Please consider doing what you did to weapon bundles for the forms. Transformation skills are already underpowered as it is, you could at least make them less of a PITA to use.

I just wish Vengeance charged up a lot faster. It is alright in dungeons, but in solo PvE and any form of PvP you are dead before you can get a chance to use it.

Unfortunately, it does not affect dialogue like that. When gaining Adrenaline all male Norns spout that line. Which is sad, I wish it (your choice of Spirit Animal) had more of an impact on how your Norn “feels”.

They can’t have Norn NPCs being stronger just as they can’t have Norn PCs being stronger. The Cave Troll in Ascalonian Catacombs could probably single-handedly wipe out all of Hoelbrak if he was set loose inside, but that has nothing to do with lore.

What’s more jarring, I think, is the Charr running animation. They go on all fours, but because of their size, it feels like they’re running in molasses when they should be moving quickly.
Should’ve made it so that you jog on two legs normally, but when you get the Swiftness Boon you change to the four-legged animation.

You can’t base the relative strengths of the races by in-game mechanics. That’s ridiculous.
And no, it is still not reasonable to estimate strength by basing it on the size of the Norn. How many times do I have to say that they are not big Humans? They’re giants of mythological strength. Aesgir knocked a fang out of Jormag’s skull with a single blow.

Norns are melee. In the berserker traditions.
