There have been issues with Level 3 servers in Frankfurt which might affect all of our experiences. I reset my modem today though (after I rebooted my machine) and my microstuttering was gone.
As to the OP, network congestion would probably not be applicable to use in this situation.
I would think that it is Anet’s servers not being able to handle large zergs. Be it PvE or WvW.
There have been tons of reports of lost packets due to L3 as well as packet loss on Anet’s side. The amount of data being sent and received to the client is not causing congestion, rather it is the servers being slow and not delivering data at an acceptable rate. Of course this is conjecture since I am not in Anet’s data center(but I would love to be!).
Anet is rolling out some apparent performance updates on Tuesday in direct response to the issues with zergs. This will be the 1st of many updates in the next few months.
Lets just hope they get it right.

Anet has stated that they are working on performance and that the 1st of the rollout patches for performance will be this Tuesday. Don’t expect double fps but feel at ease that it will be “done when it is done”.

Tequatl will have a chance at a rare new skinned ascended weapon which should have been put into the game since launch imo. The mini is cool as well.
The problem lies again in RNG. If those items become so hard get because of RNG and the event becomes too much of a Temple then noone will end up doing it.
The LFG tool might help this but people don’t really want to do a difficult event if there is no reward or a tiny tiny chance of getting one.
When they introduced Champs and the inevitable champ farm in frostgorge I went to look at Jorlag and found that there were 5 people doing that world boss…5! There was too high of a risk vs reward. I fear that Teq and even ALL world bosses can fall into that trap.

I get bad microstuttering…everywhere. It doesnt matter what settings I use or where I am it is simply unbearable.
I have reset my modem and router and it doesnt seem to matter at all.
My ping is usually about 240ms or so which is acceptable.
Why am I microstuttering and can it be fixed?

Try lowering the culling settings and turn shadows and reflections completely off.
I will not tell you to buy an Intel processor because the game SHOULD run fine on your specs.

I have been getting micro stuttering even in empty zones. My connection is fine but I think that it has something to do with the servers.

My H100i never lets my CPU get past 70c with my oc and I have the fans on quiet mode. I love the Corsair Link software as well.

Don’t expect double FPS overnight
. Also, the changes I mentioned will mostly only be noticeable in combat or in large groups of creatures/players.

It happens to me as well, it is like the CPU is overburdened and not able to process the sound data. I would think that most users have onboard sound and not discrete cards.

After almost a year of discussing posts about the performance of the game we finally get a response from Anet about the subject.
This is a good start but I will be surprised if any performance gains will ever be made.
The engine is fundamentally flawed and cannot support the content that is being delivered.
I am willing to wager that we will all be posting a new thread about the game’s terrible performance again in another years time.

FXAA is supposed to read Sweet FX I still need more coffee.
It works fine in WvW as long as I lower the settings for the quality and limit for culling to Med/Med.

I use MSI Afterburner which comes with Rivatuner that allows for OSD of the specs your looking for.

I upgraded from a 6950 unlocked to a GTX 680oc/oc and noticed a difference but then again, I use supersampling.
I would honestly go for the 770 which is the same(close) performance to the gtx 680. I play GW2 with every thing high/ultra with supersampling FXAA at 1920×1080.
I would not upgrade your 6950(70) to a 580 or 660, I would go for the 700 series but that is just me

Culling will not be put back into the game so basically we are left to deal with performance issues on our own.
Do not expect any help with performance issues in this forum. It is overclock your modern CPU or deal with the garbage fps.

If you can, try to borrow a PSU from a friend(700w or higher) and see how that goes.
I replaced a PSU on my old system and it fixed the kernel power failure, although that might not be the answer to your problem it is definitely worth a shot.

I would do some research on the bin numbers of your CPU before you get it. Some bins will overclock better than others(vcore).
You should be ok to get 30fps in WvW depending on what your settings are and resolution.
Why get a titan when you can get a 780 which has pretty much the same performance(oc) and is way way cheaper?

We do need your system specs, but you still should be able to get more than 3fps lol.
Turn the culling down to lowest/lowest and see how that goes for you.

The performance of the game is terrible even with high end hardware. Your ONLY recourse is to overclock your CPU, yes, overclock a modern CPU to play the game at acceptable framerates.
There will never be optimization for this game so you don’t have a choice but to potentially damage your hardware if you don’t know what your doing.
What cooler does your CPU have? Have you overclocked a CPU before?
There are guides to do this but do so at your own risk.
(maybe that should be on the game box. This game requires an overclocked CPU, do so at your own risk).

It is a known bug that is over a year old and not fixed. I don’t think that there is anything you can do.

There is some bad server lag right now and has nothing to do with client issues as far as I can tell. It is unplayable right now

The micro stuttering is driving me nuts and is making me contemplate uninstalling. Not having any fix or solution is one thing but not having Anet even say a peep about the pathetic performance makes it worse.
Gone are the days of the awesome community support from GW1

Because all cards use DirectX 11, not DirectX 9 which GW2 is based on.
Anet said they would bring in DX11 after release, but so far we have hear nothing at all! This is why the game barely used most GPUs as the DX9 is TOO old, yes it allows people with 10 year old PCs to play the game, but at the expense of lower performance from most gamers’ PC who will have PC under 5 years old.
When Blizzard brought DX11 to WoW, players with up to date GPUs said they didnt see that much increase in detail, but the FPS increased by up to 25%!!
This is why Anet should implement DX11 immediately, forget fortnightly content, spend all the time on DX11 so that real gamers can play the game as it should be, a lot of players left the game due to lag, culling, skill lag, and low FPS. If the game was based on DX11 as well, this may not have happened.
So it doesnt matter if you have the best GPU on the market right now, DX9 relies more on your CPU than GPU, so if you want better performance right now invest in a new CPU not GPU! If not then we have to wait, and hope, Anet bring in DX11 support.
I have the same problem as the OP. And I do have DX11 installed.
People running XP 32 bit with DX9 cards will not be able to play the game well anyways. Anet cut its’ throat to save its feet with that decision.
The engine is god awful and will be for the entire longevity of the game. There is 0 hope of better performance in GW2.
I DARE a dev to respond to the fanbase regarding performance issues plaguing the engine. No, I double DARE them to say ANYTHING regarding performance issues at all.

There is a massive I mean MASSIVE difference between WvW and PvE for culling, you turn if on in WvW you are dead before you even see what hit you, in PvE you turn it off and you lag out so badly some people crash,
I have a fairly decent system, i7 3770k, 16Gb ram, SSD, 680GTX, and I still get lag issues with full culling turned off, I would really really love to know what super computer the Anet team have for testing with, its got to be something that could power a small city.
