Glory won’t dissapear from the game, and the generic vendor will stay in the heart of the mists. You jsut can’t gain glory through matches anymore.
So they likely remove it from the Digital deluxe offer and let it phase out on its own.

There are some elements off the game that gets repetative and the nerf hammer have been hitting some of the wrong places as well.
Just a small example. There was a very nice and decent ‘Train’ going in Orr round penitent waypoint. This was used to farm karma and gold. the events unvolved where actually fun and somehwhat challenging. But unfortunally the ‘in house economist’ decided that we where gaining too much money and power compared to his beloved powertraders so it had to be destroyed.
Instead of that we now got a champtrain in frostgorge sound wich is best described in the battle off the loading screens. The biggest challenge to those champs is to get through your loadingscreens and at the champ fast enough to get your hit in so you get your reward. I wondered if the person responsable for this had any shares at kitten-manufactorer.
Same goes with the living story. Many people have issues identifying themselfs with it.
I also seem to have the impression that some people here are actually blizzard employees payed by blizzard to just troll around.

the weapon you choose should never be based on cosmetics at all. If you want to be goodatthe game you should use the weapon or weapon set that is most viable for your class, and personal playstyle.
Off course, you can find that the cosmetic side of it is more appealling, but if that is so important for you that you want to leave the other hand empty, you need to udnerstand thatyou will be performing under par.

At the moment the servers are experiencing some serious lag. Arenanet is aware of that and is working on it. However, so far I didn’t hear reports of people being unable to connect at all. I udnerstand you had this issue consitently over the last 2 days or more??
I think it is time to go check things at your end. The first would be your firewall, make sure that gw2 is fully trusted and nothing is blocking. Also check your router, it might be that your router is blocking traffic.
If you need help, it is important to tell what kind of router you have.

Necromancer is pretty balanced when compared to other classes.

I looks like this concept art only made it slightly in the game, the shoulders look a lot like the left shoulder for the light named armor, but there is no heavy armor with lion-heads in the shoulders.
some elements have been used in existing armor, but it is widely spread and often farfetched
Boots: HoM heavy boots
Shoulders: light named shoulder left
Cape: Arah heavy
waste-section: vigil heavy (but without the lionhead, no armor with a lionhead there)
So all in all, it is unused conceptart, with elements that could have inspired artists

To actually answer the main question, yes you can level up in sPvP; however it is slightly different in that you “buy” your level. When you play a match in sPvP you gain glory for winning or losing. This is considered PvP currency as you use it to purchase from Glory Vendors in the Heart of the Mists. At one of the glory vendors you can buy a tome of knowledge for 1,500 glory and 20 silver. A tome of knowledge grants your character 1 level up. For losing a match in sPvP you get ~125 glory average (sometimes less, sometimes more); for winning you get ~200 glory average. Each match takes anywhere from 5-15 minutes. At 1500 Glory a piece it will take roughly 8-12 matches to “gain a level”. So worst case on average would be you lose 12 matches that last 12 minutes each. That is about 2 Hrs 24 minutes of nonstop sPvP matches for 1 level. This may seem slow, but remember that it is A) worst case as you are likely to win as well and
you are gaining PvP rank points that apply to your account. So really in doing this you can kill 2 birds with one stone. So yes, you can level your character strictly though PvP at the rate of ~1-2.5 Hrs/Lvl.

To add on, there are plans on ditching the glory in pvp, when or what then is unknown.Actually March 18th is when glory will be taken out.
Not really. As of march 18th you will stop getting glory as a reward for playing sPvP and the Glory reward vendors will be removed (not the generic glory vendor). The glory you still have on your account is still spendable at the glory vendor and you can still buy your levels with it, but you won’t make new glory anymore.

As for cleaners, facillity managers, direction etc. in good productive company’s the overhead is bout 12%, so in Anet’s case that would be round 42 people.
Maintaining the servers. Arenanet doesn’t own the servers. The publisher is responsable for that (NCsoft). NCsoft again hires the servers themselfs from again a thirdparty. It is so that arenanet will have a few people working to communicate with NCsoft bout the servers, but thats mostly as liasons. The core business is developping the game, not making it run.
The same goes for support. Even though the supportteam is in the same building, they fall under the responsabillity off NCsoft. As far as I know they are also on the payroll off NCsoft, so not counted among the 350 epmployees Arenanet has.

They are a develloper studio, not a publisher, that is clearly NCsoft. Even when the line deviding NCsoft and Arenanet sometimes is thin (wich is only logical cause they are the same company), those 350 people are developpers. Yes 50 off them are overhead. but most off them are busy with creating new content as that is the purpose of the company

Assuming that Kuunavang is an elder dragon luitenant and there also is an elder dragon in Cantha, I would have the following theory bout that dragon.
In western (european/northern american) cultures, dragons are evil. We are used to see them as evil and creatures you have to fight. This is what is happening in the continent of Tyria, and also happened the last time the dragon’s where here.
In Asian cultures, they are seen as holy/celestial beings. So it is more likely that an elder dragon is there seen as a God. A bit simular how the sons of Svanir worship Jormag and are also promoting other species like Grawl to do so.
I could imagine that the Canthan Celestial dragon or the Dragon God is actually an elder dragon.
Keep in mind that many off the motivations off the leder dragon is unknown. We know they consume magic, but we don’t know why or what their purpose is. It can very well be (and something I find likely) that they need magic to live like we need food to live.
So from the perspective of an elder dragon, the world looks as follows.
They where ‘born’ or ‘created’ when the world was full off magic. They used that magic to eat and sustain themself (and maybe even mate) and after an episode off time the amount of magic wears off. So like a polarbear in the winter, when his food supply is short, he goes into hibernation, to wake up again when the food has returned.
From an Asian culture I could see that they would worship this dragon as a God and even help him getting his food (offerings). Cause the humans are actually helping him reach his goal, he will actually be a ‘good’ god (in a sense that he doesn’t turn Canthans into minions, just as Jormag doesn’t convert the sons of svanir into minions (a lot).

Ascended armor has a single unique skin (actually 3, one light, one medium and one heavy). So it doesn’t matter wich ascended armor you make, you always get the same skin.
The skin is not available in gemstore, TP, or drop and is always accountbound when you acquire it. You can transmutate it to e.g. exotic stats, but given the fact that you loose some stats, thats kinda…silly. So make sure you craft the stats you want and you will have the right skin.

Also (hoping to give you some ammunition), it is pretty hypocrit for BT to blaim it on the server. Cause if it is it is the connection to the datacenter where the server is located.
Assuming the rumours bout the location are right I happen to know who is delivering that connection, it is a 100% daughtercompany of BT.

Hmmm, I never played that ‘other game’ I guess.
Maybe explain more bout the mechanic.
There is a sort of double jump in gw2, but it is pretty hard. It is actually landing on a slope you slip of, and while slipping to jump again to come higher. so if you mean that, it is allready here, but tricky to pull off.
If you mean pressing jump twice to jump higher, then it would make jumping puzzles too easy imo, and it would only make sense if the puzzles where redesigned to actually make use of this.
Also that would make people ask for triple jumps afterwards, all the way till we are all flappy birds.

I think that the decission to put these in the birthday gift was a bit of a bad decisision by Anet. The reasons are clearly indicated as well. So I’m 100% for a re-evaluation for the content off the 2th year birthday. Given the critique on the queen Jenna miniature and the soulbound status means that only the booster is approved as welcome by the community.
Changing the first year birthday gift is something that likely is very complicated. Some destroyed their boosters, some have used them, but would have made different decissions when your proposed change was being introduced.
So I think it is best to leave them as it is but concentrate on the 2th year birthday gift.
My mom recently got 65, having not an idea what ti give her I just asked and that is something that is very common to do.
So my proposal is that Arenanet uses the CDI to ask us what we would like for our characters birthdays. Off course there is no real hurry, so it doesn’t have to be really soon.

The GPU got me mostly worried. The dell website is indeed talking bout a 2 GB GDDR5 AMD Radeon™ HD 8870M . Given the huge price difference I suspect that this one has a much more limited GPU. Also the northbridge chipset is slightly different. I think that this version is a customized version of the 17r where specially the GPU is trimmed down.
This means given the current data it is pretty hard to make any prediction if it will run the game and how well.
OP, given your budget I think you have 3 options.
1: get a desktop. For your budget it is possible to get a desktop that runs the game on medium to high (depending on wether you have things like keyboard, monitor, mouse or have to get those).
2: get a secondhand laptop. The top rate laptop from august 2012 (when the game released) can now easily be bought for your budget and they run the game on high smoothly.
3: set the money aside and save some more.

I would strongly suggest to do two things.
a: get a quad core processor.
b: get a solid state disk to run windows and gw2 (and other games and programs).
If needed you can trim down on the graphics card.
If you did that you can run WvW on high (not ultra) settings.
Furthermore, your powersupply likely can’t pull it, please consider to upgrade it. for just a lil bit more money you got a powersupply that is over 600 watt, and good in the safe zone.

First off all, you can’t get access to someones bank details through GW2, though it might be possible to buy gems (not sure. I don’t have a creditcard and bought my gems with pre-paid gemcards). Any issues and concerns with a bankaccount should be reported to the bank involved. Cause rl money is more important I urge you that your friend calls his bank asap if there is any doubt. Most banks ahve a 24/7 service for these kind of concerns.
As for the GW2 account issues. Your friend did the right thing and is on the good track. He needs to wait for support to handle things. Keep in mind that if the hacker also made a support ticket, that support has to verify ownership, cause there are two people claiming to be the owner. It is very important they don’t make mistakes there, so understand this can take time.
While you wait for support I would recommend doing a deep security check on his computers. Specially look for things like keyloggers.

I think that part of whatyou are saying goes against the principles Arenanet always had, while at the same time with ascended Arenanet is breaking those principles.
Arenanet has always avoided geargrinds to get better stats. You always could get max stats very easy and without a lot of trouble. What you are asking for is making the most difficult to obtain weapon (legendary) also have the better stats above anything else. There are plenty of games who do that but not Arenane…..ow wait, they are doing it with ascended gear anyways.
Anyways. despite that minor flaw, in general the better stats should be available for everyone. small and minor exceptions. Even in gw2, eventhough the basic stats where pretty easily available, for getting optimum stats you needed a superior rune of vigor wich was…pretty expensive.
In the end, ascended gear is only slightly better then exotic, and you are very fine to stick with exotic. No party should look bad at you, and if they do, they are elitst wannabe’s from who you want to stay far far away anyways.

Did you know that Blizzard is facing simular problems due to this ddos attack against the host off the servers (both use the same).
How come you feel they are silent?? they have commented in many places that they are aware of the issue and are working kitten a solution. The fact that they don’t hide after a third party program or that it is hard to fix this is very valiant. They take responsabillity by not hiding behind it.

ESO is far away from being able to compete to GW2. They are doing some things right but so many other things wrong, it is at best on par with gw2, but then there is something called monthly fee that makes it far far under par.
ESO is not even close to GW2. Have you played it? The combat is so bad.

I already had an agent speak to me. Their response was why I have complaint. It is not the time I am complaining about.
I strongly suggest you pull back your new ticket and update the old.
We are not saying that to tease you or anything, but to help you have the highest change on getting this resolved. Misuse off the ticket system will result in a block from it. Calling it a complaint instead of a request is not changing anything. Suppor twill not handle a complaint different then a request (and that is a good thing, we don’t live i na world that the bavy that cries the loudest get the best milk).
Update the original ticket with your complaint and wait for a new response. If the ticket gets again 72 hours old without any response, then again you can put the old ticket up for review. This includes when you keep on disagreeing with the response and want Gaile to review.
Opening multiple tickets will only do one thing and that is cluttering up the system and putting you back in line.

Back in GW1 I used to spent hours designing and testing builds to see what works and what doesn’t. This is one aspect of GW that I really miss.
Yeah… I don’t think I’d find that all too fun.
Oh I wasn’t asking to use 15 weapon skills at the same time. I was asking for 15 weapons skill to choose from, and we pick 5 to use.
I guess that’s not too bad, or at least I could get use to it eventually (still I’d rather say ANet needs to balance the current abilities and add more weapon variety than add more abilities to current weapons). I’d agree that perhaps we could increase the number of utility ability, perhaps adding 1 or 2 more.
Remember that a character isn’t really yours unless you design his/her whole build yourself. If the build was given to you, then you are playing someone else’s build. And in effect you are playing someone else’s character.
For example let’s say you love playing Street Fighters and you love using Ken. You might get really good with using Ken. You can say Ken is your strongest character.
But is Ken your personal character? Nope. You had no part in designing Ken. Ken is someone else’s character, designed by someone else. You maybe a great user of Ken, but Ken isn’t yours.
Hope now you understand the joy of designing and testing your own build. ^^
The problem is not the amount of skills or the quality off the skills. the problem is the lack of diversity.
This is a role playing game. So we are supposed to fill in a role in our team (right).
The early MMORPG’s had the trinity. that was a good start to have different roles. A healer could be subpar to a tank, but you still need a healer so you welcome that class.
Anet had (the good) philosophy to ditch the trinity. And with very good reasons. it is too narrow minded, and limits the possibillity to switch rules. In gw1 I was a good and decent monk, but I often made sure that I underpreformed (jsut keeping the party alive, but not always at full health) cause I didn’t want that role all the time, but wanted to switch to my monk when really needed.
So the trinity is ditched, what is left is a game where the meta (optimum build) for atleast 5/8 classes is called Beserker, and for 2 more it is one of the optimum builds.
This is in my opinion a cross over to the other side off the planes. We need roles and it should be promoted to play a certain role, but it should be a role that any class can play well enough.
There is no issue to have a person in a dungeon that is traited for survivabillity and taking more then average agro and being able to handle it, or a person more traited to heal and buff others. off course someone that is good at dps is very important too.
To achieve that we need more then just a simple fix as proposed here. I don’t want to bother you all bout details, I have stated them several times, but the asnwer is not increase amount of skills, but in promoting and enforicing diversity. One way is to make traits bound to armorstats (so dps armor onlygives offensive traits, and defensive armor gives healing traits) and making those traits groupwide. This would mean (without looking at the class) that someone geared for dps, will boost the dps of all people in the party, and someone geared for protection would boost the protection of everyone i nthe party.

It seems it was planned at one point for some reason left out. there is a weapon in rytlocks office that would be a model for a greataxe.
Anet has said that they are considering introducing new weapon types in the future, I do hope and think this is on the shortlist.

I think the answer lies in not tackling one problem at a time (and I’m sad to see that they are trying to do just that with ferocity change). The issue is not just that beserker is too OP, or that conditions are too limited. The problem is deeper.
This game is the first afaik in this genre that destroyed the trinity. In itself it is a noble and good thing and a very refreshing situation. however, it also means we are all equal (yes I know we have different classes, but without the roles, all classes need to be their own tank and their own dps and their own healer, so in that we are equal, even if there are some classes more succesfull then others.).
In trinity games it did happen that e.g. healers where sub par compared to tanks and dps, but you needed each other cause you all brought something unique to the fight that was needed.
So in this game, they should bring back the desire for bringing different roles to the fight and different specialisations, not like the trinity, roles all classes can forefill. but make it so that we need eachother again instead of being all the same.

Crafting precursors: thanks to my most favourite arenanet employee this is delayed. The in house economic specialist (not allowed to call names here) is always busy to punish the hard working players and protect the power traders. Even an earlier GW2 version of the internationale didn’t change his capitalistic view on the game to protect the 1%.

grinding events: I dont grind events. I do them cause they are fun!
Diversity off skills for weapons. I remember also what a pain it was to balance GW1. I’m on mixed feelings here, but the answer is not in the weapons and also not in creating diversity, but in destroying it. I know, it sound wierd. the basic behind it is that this game only has one powerbuild, by placing traits on armor (so beserker armor gets offensive traits, knights gets defensive traits) and by upgrading those traits to be affecting your whole party, you force people to be flexible and not just go for beserker.
Bosses: I don’t bother bout them.
skipping some cause its not worth of putting attention on it.
bringing back weapon and armor designers: people come and people go. There are still a lot of first hour employees working at arenanet. some however wanted to find new challenges, this is only natural and to be encouraged, it doesnt mean I miss them, but the current designers and concept artists are also good.
This game is not GW1
If you want to play GW1 go there, it is still there and reasonable active.
I always said that some GW1 players will like GW2 and some will not like it. it is natural cause it is a different game. But the fact that GW2 is different doesnt make it a bad game.
I’m critical bout some elements of GW2, just as I have been critical bout some elements of GW1, but for me overall, this game is better then GW1, otherwise I would be there.

It really depends what each persons definition of zerging is. However it is, as stated above, the slowest way to get Wxp in general (there are of course the extremes where entires servers in match ups agree to train it).
The fastest way is being in a guild and FIGHTING enemies. The drops+kill exp amounts to more per hour in a hard/overwhelming odds match up which is what 90% of servers end up in. This of course is nullified if all 3 servers have essentially decided to I more rah other and train keeps/towers all day not defending anything at all. This almost meet happens though.
Thing is that this step, is actually promoting zerging.
Imagine someone not really interested in WvW but interested in a legendary. They currently need 2 things in WvW.
-30 ranks
-map completion
The second will make that most people decide to go with the zerg, you see a lot of the map (and can explore it) while you still get your wxp up. I’m working on eternity, and got my first gift of battle after the introduction of AP-chests.
I have been working on WvW for other reasons on my ele, and have been zerging. I’m not a big fan of the concept, but had some fun. I reached rank 12 and did about 50% off the map. so logic dictates, that when hiding in the zerg to get 100% WvW map (with some exceptions like hard to do vistas/skillpoints that make you leave the zerg for a while), you will end up with 20-25 ranks. cause the formula is succesfull, why would people stop following the zerg to get to 30 (or whatever it will be)?

No, a single report won’t do anything. Report it everytime you get this!
The amount of reports define the importance being given to the bug. if only one person encountered a big one time, then yes they wont do anything. if many people complain bout this and this is happening all the time, support will do more bout it, but only if they know how big the impact is. It is why you should report a bug everytime you encounter it.

Hi and welcome to the forum.
I have some issues udnerstanding your issue. Maybe english isn’t your first language??
Also the amount of capitals at the start of every word are making it hard to read.
I understand that at the end of the mission forging the pact you where disconnected, and when you returned, the mission was done, and you where pointed to the next one, but you didn’t recieve the rewards.
Am I right??
If so, then this is very stange. I suspect you caught a very rare bug. I suggest you make a support ticket. They can investigate this further and look into how this happened.

Also, if you wouldprefer that, support speaks not only english,but also spanish, german and french.
Keep in mind that support has no tools to create items out of thin air on the live servers, and the reward for this mission (skin) is unique for that and soulbound. So it might very well be that they are not able to sent you a replacement reward.

To explain the ranger-issues. There is not a real problem with the class itself.
There are two major issues with the audiance it appeals to and the way the class work, the combination makes it very bad.
The first is the audiance. Thanks to movies and other games, the archers/hunters/woodelves/legolas has an appeal to fantasy lovers. on top of that, you get a nice cute pet to keep you company. he is fury and warm and…well you get my point. Rangers are cute and appealing. without knowing the class you prolly agree. This is however (from a competitive point of view) attracking the people who care less bout being effective, but more bout looks and feels and sexappeal.
So the audiance that is attracked to rangers is less skilled in gaming and more in role playing. Nothing wrong yet.
But now how the class work when you start leveling.
You quickly discover how easy it is to let your pet tank. And you discover that the best pet to tank for you is the bear. you can easily get to 80 by letting your bear tank while you throw barrage with your bow from a distance. The game isn’t triggering you to learn to dodge, or learn to move around. or to avoid agro. elements of game play that are very important in sPvP, dungeons and WvW.
So rangers allready attracks an audiance that is more into role playing and less in serious combat, on top of that during levelling it is the class that is pushed lesser then other to tactics usefull in endgame content. The result is that a huge amount of ranger don’t really know how to play and have little concern over it, but it is giving the class a very very bad name.
On top of that, you can be very very good!!

Technically possible….yes and no.
The problem is as follows.
You can decide to not tell people to go here or there on that time and date. Many people will miss out the live event and will be angry. So there are two alternative solutions.
1: Tell nobody, but put the event on rotation (and tell people that as soon as the first event is done i nthe first hate topic showing up here). Everyone will wait on that spot for the next live event cause they know it is very epic and huge.
2: tell everyone that something big is coming before hand and where to go.
Arenanet choose option 2.

At the said time lions arch was many times in overflow. all players where nicely put in a video (that worked pretty well), and in the central plaza was now a dungeon entry. all rushed to there and created a denial of service on the servers making it a big fail
November 2012: Karka’s invaded lions arch again as a live event. it was again announced and everyone again was there. The result was an event that was ultra laggy. We needed to collect some item and give it to an NPC. After pressing F to give in the two i managed to get it took literally 5 minutes to get the dialogue up and get the items in. 2-3 days later we got to southsun cove for the first time, again a live event. After allready being kittened off, I tried, but after dying 12 times due to lag I gave up and went elsewhere, not ever doing that one in a lifetime event.
Live events only work if they are un-announced or if they have a server capacity that is 50 times as big as now (with all the costs involved). unnounced make people who missed it angry.
So…
tl:dr: yes it is technical possible, but it is not desriable due to technical limitations. that is why Anet decided to not try it again.

hmmmm, no the amount of loss on critical damage is not going to be a lot bigger then on zerker.
Ferocity will give about 10% less criticaldamage then the current critical damage itself. So both on celestial and beserker, the amount of loss on critical damage will be 10%. Cause critical damage relates a lot on power cause it is depending on that for the base damage that is multiplied by factor x (where x is depending on critical damage now and ferocity later). The amount of power on bezerker is a lot higher then on celestial, meaning that the amount of critical damage you can do on celestial is smaller then on bezerker (but you get many other interesting bonusses). A 10% reduction will not change that, and will mean that celestial is not hit as hard as beserker.

ESO is far away from being able to compete to GW2. They are doing some things right but so many other things wrong, it is at best on par with gw2, but then there is something called monthly fee that makes it far far under par.

Just set it up like GW1 did. Stand alone or can be inter-twined. I had no problem buying all of the expansions for that game. I still have the boxes lying around somewhere. The LS stuff seems like a gimmick and doesn’t really give thrilling content, just something in the world is different for a period. That’s not my idea of an expansion, more like an alteration. Expanding on what you have already is an expansion (thus the word). Like adding skills, weapons, classes, races, maps, events, etc. Not making Lonars Pass have a new boss for a few weeks.
(Talk about EoTM if you want but that seemed more like a solution for WvW players crying about overflow than it did an expansion. Sure it’s new, sure it’s different, but it seemed like they just took something they had, and put it on a new map. Not… exactly my idea of expanding.)
The issue is that using a system, like that means that a lot of money goes to the distributor and the retailers. One of the reasons that Arenanet can keep delivering the living story updates AND future expansion type content is cause they have a succesfull, gemstore and are selling a lot of copy’s directly through the website. Also a lot of people don’t like packages. I want to buy a new characterslot when I need one, not when there is an expansion, same goes for e.g. an extra banktab.
And the fact that they are looking in the release form, doesnt mean they are not working on the actual content. I bet they allready have numerous new beautifull maps ready that will blow our minds. Maybe somewhere dev’s are allready playing the game as tengu or Quaggan’s. That is all unrelated from the releaseform.
See it as follows. apple is thinking that is not so proffitable to deliver the next iphone again through the phonecompany’s they are thinking bout making it exclusive for applestores and apple.com cause they know people will buy it anyway. However, the shops and some groups of customers are unhappy with it and there are some doubts if it will be more profitable. So they haven’t reached any conclusion about that yet. But that doesnbt have anything to do with the phone itself. the phone can allready be ready, or halfway development.

Why do people who never played ele seriously, that they are squishy. That is a myth. They are not and they can have much more tank-like abillity’s then most classes, only being outmatched by warrior and guardian, but still have a big kitten nal of big nukes.
I think that the speed boost is very good for what OP is looking for on the ele, with the right traits and gear you can be very tanky, without offering much DPS. However, both warriors and guardians are pretty slow in fights where a DD,SD,SF setup on an ele is very fast. The attunement switching means you never have skills on cooldown. Stoon’s advice is good, but with three notes.
a: make sure you use your traits and skills for a good solid build.
b: instead of switching weapons (you need to be out of combat cause you cant swap) you could go s/d all the way. s/d is a bit lower on DPS and more protective then d/d, but due to the longer range it is more valuable for a mobile player. This also means it is pretty valid in dungeons as well. personally I think that scepter /focus is too protective in dungeons and I prefer getting my protection from my traits and utility skills.
c: Staff is the most efficient weapon in world events, but it is very slow on casting times. Besides that, it doesn’t matter to be effective, you get your reward anyways. So going sd or sf is fine too.

A few things are unclear to me??
You deleted the character with your mini rytlock also somewhere late 2012 or was that very recent?. If it wasn’t very recent, why didn’t you ask for it sooner. To me that gives the impressions that you didn’t really care. Or is that what you mean with discussed before?? that you did ask a long while ago and didn’t got an answer or an unsattisfying asnwer?
Lets start by giving you the basic information. The general policy is that support is not going to restore items lost due to player mistakes.
In very rare situations they have been makign exceptions. This is often for people where the loss is very gamebreaking and might mean a request for a refund (you are not eligable for a refund anymore cause you have been playing for too long).
If you make a support ticket and you are unhappy with the outcome you can put it down for review (by using the designated sticky). However, if that was late 2012, there is no change that the ticket will be reviewed cause they changed ticketsystem in the meantime so it is pretty difficult to review a ticket that was made in the old system.
I am not support but I don’t think that a (new) request will result in such a refund. You could make a support ticket (and that would be the only way to know for sure), But I personally think you will be wasting supports time.

The thing is that communication between NCsoft and Arenanet has been somewhat less optimum. In may last year they announced an expansion for the second half of the year (wich obviously didn’t happen), while in august Arenanet clealry announced that they are working on other projects then LS but that they have not made up their mind wether it would be a traditional expansion sold through retailers, or more expansion-type content released trough gemstore or (permanent and free) living story releases. Given the difference between those comments I guess that things between Anet and NCsoft didn’t always went smoothly when it comes to the expectations for an expansion.
Also in Asia, it is not common to come back on previous statements. a promise to release an expansion in the second half of 2013 is a promise you keep. The loss of credibillity that that seemed to be inaccurate information is taken a lot harsher then around here.
So the combination of those two factors is likely why NCsoft decided to not mention anything bout an expansion before Arenanet has decided how they are going to release the projects they are currently working on and decided on a solid date to do so.

These kind of decissions are a long term decission. At the moment Arenanet has committed themself on 3 things:
1: living story updates every two weeks
2: release in Asian market
3: development of expansion (or expansion type) content.
So if this is going to be considered development will likely not start before these three goals are reached.
On top of that I think that the PS4 audience is pretty small. MMORPG-content on consoles is still very small on consoles, so this investment would be a riskfull investment.

Personally I think that Anet did the decent thing. These kinds of nerfs have always been comminicated before hand and never ninja’ed.
I think that WvW-rank requirement is a good thing, but such a change should be announced before hand. I do know I’ll be getting my gift of battle first thing after the update.
