Is one of your infusions on a weapon? You only get AR from the weapon set you’re currently using. The inactive set doesn’t count.
I don’t run that rune myself, but I was always under the impression that it increased the condition damage output instead of the condition damage stat.
I.e. You actually need to compare each tick of burn/bleed/etc to see if the rune is working, not the value shown in your hero panel.
Business people believe that artificial scarcity (keeping things in the gem store for a limited time only, and not telling us ahead of time when, if ever, they will be back) increases profits. I’m not convinced that they do, but I haven’t seen the studies throwing around this claim, so I can’t say for certain whether artificial scarcity is a good business practice or not. So far though, it seems to have worked out well enough for Anet.
considering most people live pay check to pay check and sometimes do not have the extra cash laying around they will wait tell they have the extra cash to blow but if what they wanted is not there any more when they do finally have the cash it will go some where else. so there study is very flawed

In any case, you should try not completely max out your HDD/SDD. A HDD needs space for a swap file, and SSD’s deteriorate in performance when completely full.

Those tint should disappear once the buff expires. Can’t recall how long, but I don’t think it’s very long. The food itself only lasts 30 mins, or you can over-write it by eating some other food.
For fractals, anything goes. But I’d suggest magi’s for raids.
In a PUG, chances are your team comp isn’t ideal and skill level uncertain; the safer option is to keep everyone up and running. You’re looking for a consistent kill, not a record breaking time. When the meta says condi druid is better, it assumes your team can survive with lesser heals… which is fair enough for a regular team but far from the truth in a PUG.

You do lose some progress.
Your new character will need to re-do all the character-bound stuff (leveling, hearts, HPs, soul-bound equipment, story, etc), but any account-bound stuff will be shared between your old and new characters (gold/other currencies, items in bank, masteries, account-bound equipment, etc).

For Anet to better investigate, you need to give more details. Specially where you were, which enemy, and what attack you were dodging. To find out the attack type, look in your combat log.
You also need to check your ping, as lag can make the dodge look like it was not working.
Not directly related; but are her other accounts secure? I’m thinking bank account and other valuable RL ones. It seems strange to put this effort into a GW2 account.
When looking for viruses/trojans on her PC, also consider her phone as possible point of compromise.

WoW probably has a bigger raiding community probably because the main end-game is raids. I haven’t played WoW since vanilla, but back then, raids were pretty much the ONLY end-game. I.e. after the initial spike of players who do the expansion content dies down, most who remain are there to raid. That’s very different to GW2… a smaller proportion of players do raids as part of their end-game, so there is a lot more “noise” when trying to find others. Anet’s also been pretty adamant not to segment raid difficulty; so there’s no equivalent normal/heroic/mythic modes so the barrier to entry remains high.
IIRC there’s also a Reddit thread somewhere that raid guilds put their contact details on.

There are many other story rewards you can’t salvage. Plus, the story Auric weapons seem to be treated differently from the crafted ones.
In terms of the salvagability of items, Anet is consistently inconsistent.
If you haven’t made the Gift of Bifrost, you’ll have to do some crafting for its components. Otherwise, it’s toilet flushing all the way from here :p

I see, you all are going to disagree but I personally classify WvW as equal to PvP because you can PK another player thus it’s PvP. :/
You do need to make the distinction… both are PK game modes, both have reward tracks. But only WvW has the reward track that awards you the Gift of Battle. You don’t want to play an entire PvP reward track only to find that it doesn’t give you the Gift you’re after… do you?

You must WvW not PvP. There’s a difference because WvW is more determined by the quality of the zerg you join, not your individual PvP skill. Just have a ranged weapon handy, because if you’re not used to it, zerg v zerg melee is suicidal.

Shards of Glory can be purchased off of the Trading Post. So can the Memories of Battle which requires WvW to generate them. No need to PvP.
Ahh, well that good news.. is there some sort of website that has a little of required materials? the guild wars 2 wiki isn’t very useful, as it doesn’t at least from my reviewing mention Shards of Glory or Memories of Battle, in Bifrosts’ construction.
Oh… from your post, I had assumed you had already finished The Legend and were about to craft Bifrost. If you’re just about to craft The Experimental Staff… be aware that that step is the easiest and cheapest one. It gets exponentially harder and more expensive from there.

Which gift are you referring to?
The only one which vaguely matches your description is the Gift of Battle… which is obtained from WvW not PvP.
It’s easy enough to obtain… select the appropriate WvW reward track, find a WvW commander and join his/her zerg. Best time is immediately after the weekly match reset… there’s the most activity then. It is a time based reward, so you’ll have to do stuff to increase and maintain your participation. It takes 8+ hours to complete the track, but this can be sped up a lot with guild and experience boosters, and WvW daily reward potions. It sounds like a lot, but relative to all the other things you need to do to craft The Legend, it’s actually a medium level of effort.

Eh, I was focusing on zerker anyway, which it has. Atleast infused it does… Guess I never noticed.
Magi, Assassin and Carrion are not possible from any non-HoT amulet, ring or backpack (Accessories are possible but difficult if you don’t run heaps of dungeons). Also Sinister trinkets need to be unlocked by doing LS2 achievements before they are buyable from vendors.
BTW, regarding your comment about amulets and pristine fractal relics; you cannot buy amulets with relics, only rings. You can discount the laurel cost with WvW tokens though.

Just look at the TP prices. Ectos are a high volume item, so any change in drop rate will quickly be reflected in price. As such the prices are steady.

If you’re mostly doing T3, that’s why you’re not seeing any. There is a small chance from T3 dailies, but T4 has a much higher chance.

What sigils and traits are you using?
If you run full Viper’s, Sigil of Malice, Barbed Precision trait and you have meta food, you’ll overcap your bleed duration.
The most efficient piece of equipment to swap to non-Viper’s is the helm (you’ll overcap bleed by 0.4%). I switch the backpiece even though it’s less efficient (overcaps by about 0.8%) because I’ve got the legendary one and it’s more convenient to switch between stats when I’m not using meta food.
Also, if you use Sinister back/helm, Decimate Defenses trait and your team is providing optimal buffs (specifically fury and spotter), you’ll overcap crit chance too… so sometimes Carrion may be the better stat type to take.

Candy canes are a crafting mat and used in the “All you can eat” achievement. The other foods aren’t used for anything in particular, but some of them are pretty good, so also sell for a good amount.
As with many things in this game, there’s too much detail to fit into a forum post. Best to get acquainted with the wiki for the specifics.
Unless there’s already another druid in your group, you’re better off as a condi druid. Even in fractals, where healing is less significant, the other buffs you provide (GotL, Spotter, Frost/Sun Spirit) go a very long way towards your team’s effectiveness.
What you’re experiencing is nothing new unfortunately. DS in particular because the meta is so lengthy. Most players have experienced it at one time or another.
Whenever I run DS, I take extra precautions to try avoid crashes, e.g graphics on “best performance”, close other unneeded background programs, etc.

Flippers take advantage of market inefficiencies and short term fluctuations, they don’t manipulate prices (market manipulation is a whole different discussion); but the underlying price is still determined by supply and demand.

I enjoy how difficult the event is, I have been help running the event every day for the past year and would be very sad if it was nerfed at all. Possibly to the point were I would stop organising it since the only reason I do so is because it is currently fun. A lot of the organisers I personally know feel the same way.
I’d rather it stay as is too. It’s already received a huge nerf by way of husk-blocking. A condi team isn’t strictly needed anymore. And if a husk did get out, it’s a lot easier to condi it down by breaking it’s bar, compared with the previous defiance stacks.

I’m not 100%, but I believe EVOS does map chat commanding. TTS requires teamspeak (that’s how they get interested players into the same map and give instructions… no speaking required).
The whole point of daily and monthly achievements are to get players to login more frequently. If I remember correctly, Anet got rid of monthlies because it wasn’t achieving that purpose. They replaced it with the daily login rewards which ultimately gives better rewards for less effort.
Seems to be just random. Though sometimes it seems like certain enemies really hate me in fractals as ele (berserker) focusing me for like 90% of the time.
They hate you most cos you’re the one laying the most smack down.

If you think a single guild system is better than the current one, you’ve either never played a MMO with single guild restriction, or you’ve have the enormous luck finding a bunch of players who you get along with AND do everything you’ve interested in at the times you’re available.
