Gotta say, I would absolutely love an AoE blowout ability for our #2. Long gone would be the Warrior stealth-stomp tears! And how funny would it be to send some unwary foe off a cliff with that?
See, here we have another ineffective player who doesn’t actually know how to use their class. Part of knowing how to play is pressing that dodge button.
I find your comment to be derogatory and also irreverent to player choices. Some people like Magic Find. Just because they aren’t min-maxing for DPS doesn’t mean they don’t know how to play the game.
Again, you aid my argument. There are already level 80s that you don’t like, I doubt changing the scroll to give +20 levels will result in any differences to you.
The idea to have the scroll give a set amount of XP would be acceptable as well. As long as it can have a use on characters beyond level 20. A Mystic Forge recipe would be… acceptable I think.
I can’t speak for Khunvyel, but I think 20 levels is excessive because there are far too many ways to level to 80 without actually learning the character. So, we end up with players who have no clue how to play their level 80 effectively.
And how long do these players exist in this ‘ineffective’ state? A day of play? 2 days? Learning to play a class doesn’t take very long. I don’t think this is enough reason to keep these scrolls from simply granting +20 levels.
No one who has earned one of these scrolls is NEW to the game. They know what’s up.

It’s a really simple and FAIR fix: You start the stomp animation??… You instantly lose stealth and stability. It’s that simple. A little Risk with your reward just like how every other encounter is designed.

If I go into a dungeon or Fractal with a player who used four scrolls to hit the level cap and, accordingly, has no idea how to play his character then it’s hurting my play experience. Wouldn’t you agree?
I would agree, however my point of contention is twofold:
1) I already run into plenty of level 80s who don’t know what they’re doing.
2) You can currently only obtain these scrolls as a reward for getting 5,000 Achievement points OR by having a character that is 1 year old. In either scenario it’s unlikely that the player will be unfamiliar with the game to the point that they’re going to ruin your fun any more than the average player.
I wouldn’t mind it be changed to “set character to 20 if below 20” with the addition of; “if 20+, you get +5 levels”. I find +20 unconditional levels too excessive. +5 is okay.
Why do you feel it’s excessive?
When one team has literally no coverage, then the other two teams fight over their territory. We are not allied, far from it! We are trying to deny each other points.
Unfortunately this seems to be true. Disregarding which team has the most points is common. Instead servers focus on the path of least resistance, regardless of who lies on that path.

Why does is show two different skills for this??
When you enter Rampage you can set one of your skills to auto-attack. However if you leave transformation, when you go back into Rampage the auto-attack will have to be set again.
This was a bug with banners previously.
This bug also applies to the Norn transformations, possibly all Transformations.
Rampage states that it gives 26s of Swiftness and Stability. It does, but the transformation doesn’t actually last 26s. It’s closer to 21s. Please fix this tooltip to reflect the actual amount of time you can utilize these buffs.
Why are some of you against a character reaching the level cap immediately? How is that hurting your play experience?
This scroll is awful. I only play on one character, and he has been level 80 for a long while. +20 levels would be better, +20 WvW ranks would be excellent.
ANet appears to have decided that giving advantages to each race was a bad idea, certainly with balance in mind. So racial skills are bad and they don’t seem interested in changing them. Players have come up with the idea that racial skills were intended to be for aesthetic/roleplay purposes.
I don’t expect transformations to ever be useful.
The Experience scroll only being useable by those under level 20 is awful. GW1 was a rallying call against grinding. GW2 embraces the grind.
+20 levels could be great for everyone.
If you want to go all in Health regen you’ll want Cleric’s gear, Signet of Healing, Vitality Grandmaster trait that gives Banners Regeneration, food that either buffs Healing Power or gives you additional HP regen, Runes that give Healing Power (stay away from the Dolyak Rune passive HP gain, it’s really low).
All that said, you’ll still get mobbed.

Yes for all classes. Nothing thats traited or a skill, just like armor affects a % of damage taken etc.
It seems to me that the design philosophy behind the game is something like this:
If you’re worried about direct damage, get more Toughness.
If you’re worried bout condition damage, get more Vitality.
So the idea is that pumping up your HP is the answer to Condition damage. That said, we all know that this isn’t the case. Someone who specializes for Condition damage will burn through your few thousand HP very quickly. The only way to combat Conditions are to remove them.
So, if the earlier example is the design philosophy (perhaps it isn’t, it’s just what I’ve come to see) the system is flawed.
I don’t like these proposed Axe changes.
I think of Torment as something that will keep players from moving. The Axe already has a cripple on #3. Because of that Torment doesn’t really have a place here. As for the #2 dealing Torment instead of Vulnerability, I would hate that. I currently run with Rending Strikes (33% chance to cause vulnerability on critical hits) and On My Mark to drop enemy Dolyaks quickly and this would lower the amount of Vulnerability I could stack.
Also removing Cripple from #3 would make me drop Leg Specialist, which I enjoy.
Daec, some of the kitten you say is just completely illogical. Example:
I think Eviserate should be a 900m-1000m quick leap attack that bleeds/weakens a lot, but less damage and a lot faster to be honest, it even could add confusion!
You want Eviscerate to be a Condition based Burst skill, AND you want it to be a Longbow-range skill. In what world should this be a thing? The Axe is for hitting people in the face with big numbers until they die, not for whittling their health away. It is not and should not be a condition focused weapon. The Sword already holds that spot with Bleeds and Torment- EXACTLY WHAT YOU WANT THE AXE TO HAVE.

- downed skills (the interrupt/stomp breaks) shouldn’t be player targeted. I’d prefer them to be ground targeted.
Whenever I get stealth stomped I know it’s coming and I know exactly where the player is. I could throw my Hammer at them and interrupt them no problem. But I can’t target them. So I guess my Hammer has to stay in my pocket. :[
I’m right there with you Warrior-bro. It sucks seeing the stealth stomp coming from a mile away and being helpless to do anything about it.
Stealth stomping is fine as a mechanic, the downed state needs a lot of work or removal.
Well, it’s never happened to me. So that’s why I haven’t complained about it.
Another issue with Rampage is that if you set a skill to auto-attack it will be forgotten when you leave transformation.
Much like they fixed this for Banners, they should fix this for Rampage.
Can’t go wrong with Knight’s. Mix in some zerker stuff for critical damage.
Just get full exotics of some kind. From there you can figure out what you want to add or remove stat-wise.
And if you aren’t running up the Defense tree you should consider something to deal with conditions. Melandru runes could be a good choice.

Because not all servers focus on WvW?
The reason for the “high” cost is to stop people from jumping between servers every week.
I know not all servers have a high WvW population/focus, but the transfer fee system took WvW into consideration. If transfers were still free people would be jumping ship to the winning server each match-up.
I also understand that it’s to keep people from jumping servers to complete PvE activities more than once per day (or something like that, I don’t play PvE much).
That said, I think WvW population should be taken into account when determining the transfer fee to join a server.

While an instant skill recharge seems far too drastic, these could be interesting changes.
Pleasant couple of skirmishes with a VLK Ranger&Warrior duo as I tried to make my way around StoneMist. That confusion was rough!
Unfortunately it seems that once your server has a clear disadvantage it isn’t favorable to even jump into the Mists. I know I don’t want to jump into my BL when my server has zero territory. It’s just not an appealing thought for me as a solo player.
There is no reward for staying on a server with weak WvW population, but it’s expensive to transfer servers. The only answer is building up a bigger WvW population, but that is a very big thing to tackle and not easy to figure out how.
Okay, I misunderstood what you were suggesting for Thick Skin. My bad.
Let’s say I have 1800 Toughness.
Healing for 5% of Toughness on Health gain. That comes out to +90HP/health gain.
Adrenal Healing ticks (this is all based on my character with moderate healing power) for around 490 every 3 seconds with full adrenaline- becomes 580 every 3 seconds.
Regen ticks for ~200 every second- becomes 290 every 1 second.
Healing Signet ticks for ~400 every second- becomes 490 ever 1 second.
My conclusion is that it would be a good trait for people running any type of passive HP gain. However for people using burst healing it would be about as useless as the current version of Thick Skin (from a solo perspective).
As for Armored Attack, it won’t help people with Soldier gear because Soldier gear doesn’t provide Precision. I think a better suggestion than this would be that ANet have more gear stats to choose from. For example, you want to be tanky but dole out more damage? Too lazy to mix gear? ANet could introduce an armor set that is Toughness/Vitality/Critical Damage. That said, I think you’d be better off using a mix of gear instead of getting this trait changed.
I’m fond of Spiked Armor. I have high boon duration so it’s sure to take effect almost every engagement. It doesn’t deter enemy attacks, but it does dole out some damage over time.
While I think Thick Skin is mostly useless, I also think having two Minor traits that are basically the same (Thick Skin and Adrenal Health) would be really lame.
I prefer Armored Attack going to Power than critical damage. We can already get cranked critical damage pretty easily.
Stomp has a lot of fun applications in WvW! I’ve used it in the past to clear Lord’s room and plant a War Banner to rez the big guy before anyone can stop me.
I’d like using this, but I would hate trying to counter someone using this.
That said, it’s not something everyone would use.
The only time I use Endure Pain is when I need to wade through enemies to get into a keep in WvW to try and defend it. Other than that I have no use for it.
Maybe I’m just awful at “reading” other classes, so I can’t time EP for their spike?

Well, you didn’t mention any problems you’ve had, so I don’t think you have to change anything.
One exception for Cleansing Ire is the Longbow F1. It just needs to hit the ground to activate Cleansing Ire (although it can totally be blocked too!).

I might take Dogged March out since you have regen from banners and your heal can un-root you, but there’s nothing better you could use in Defense Adept tier (RIP Turtle’s Defense).
Also for group combat I’d consider Empower Allies.

I feel pretty strong underwater. You can put down a lot of damage with the spear. Also I feel like Banners auto-attack much faster underwater.
Um yes..giving lower populations a fighting chance thus preventing mass guild quitting from those servers?
Skill should be rewarded. Zerging lemmings should be punished and sent back to PVE or they will have to actually get on voice, post scouts..that kinda stuff intelligent people do.
The problem is that the zerg will also have limitless AoE BUFFS, thus negating the positive effect of the entire zerg being targetable.

Strangely enough, the longbow F1 can be blocked! I learned this in WvW yesterday.
