Also, what is the file size of the Gw2.tmp file in your installation directory? Is it greater than 0kb?
That’s good. That rules out a couple of potential causes.
Before trying the next possible solution, if you would please do this to rule out a file error issue:
Check the game for errors and repair it
Do you happen to have some files in your installation directory called Gw2.000, Gw2.001, Gw2.002, .003, .004 etc.?
It sounds like your game does not have write permissions to files that it needs to modify which leads to it thinking it has to re-download the whole thing again to replace the files it needs to modify.
Ensure that you are running the game as admin and no files are write protected.

haha! I have several versions of helpful instructions to potentially fix various issues saved to my Notes area in my Opera web browser. The pics are also permanently saved in my GW2 folder. I was posting them so frequently (and developing them to be more friendly in their step-by-step presentation) that I just found it easier to save them all for quick access. I even still have all of the documents from when I was tracking bugs and their status in the bugs forum. Not surprisingly, little would need to be removed from them were I to re-post it in the bugs forum despite being months out of date.
As a side note, I caught your comment in a thread mentioning that there should be a ‘cache clear’ button on the launcher, or the cache automatically being cleared on exit “so StinVec would not have to keep posting the instructions to clear the cache.” That made me smile.

Possessing one of each of a green, blue and pink key (dropped from enemies), a player can combine them into a Tricolor Key to open the Tri-Key Chest at the top of the Tower during the Nightmares Within event.
After the Tower fell, players could still use the Tricolor Key to open the Tri-Key Chest that was then found on the shores of Viathan Lake during the Nightmare Is Over event.
Tricolor keys can no longer be used as the Tri-Key Chest magically disappeared after that event ended.
Apparently the key parts are still being reported as dropping from enemies in Kessex Hills (as noted on the wiki) even though the Tri-Key Chest has been removed for months and they are worthless.

You should try to:
Clear the game cache
Most TP-specific issues are primarily related to some temporary GW2 files where removing them will allow them to be recreated and the TP to function properly again.
The quickest way to clear the GW2 Cache is to:
If your search for “gw2cache” does not produce the folder I mentioned, then you will need to enable hidden files and folders in order to delete this cache folder.

I’m not sure if you take part in PvP, but is it possible that you had converted it for use in PvP and it is on one of your characters in PvP or in the locker there? That is, if the quaggan backpacks can even be used in PvP (I do not know as I do not PvP).
You asked for help and are attacking those who are trying to offer you the help you requested despite your not including item names or screenshots that show the issue you were encountering? Really?
How about saying, I don’t know…something like:
“I do not think I am explaining the situation clearly. This is my fault and I apologize. Here is a screenshot showing the items I am trying to transmute and the Transmutation Crystal I am using. Also, here is a screenshot of it not letting me transmute them as you can see the item is highlighted red when I try to select it. Thank you for your help with trying to fix my issue.”
Why bother asking for help if you are only going to attack those who try to help you despite what little information you felt like providing, and then ‘jump the gun’ and go and waste a crystal (or “stone” as you say) by transmuting to a white item and then another crystal (or “stone”) to the item you want…and then asking about getting a refund due to your impatience?

Also, you kept saying you used a “Transmutation Stone” and that both items were level 80, but “Stones” are for two items levels 1-79. Crystals, as was being explained, are used for transmuting level 80 items. You stated their colors correctly when describing their quality, but not their names.
This is why screenshots were requested, to determine exactly what was being used and what was trying to be transmuted despite what was being said was being used and what was trying to be transmuted.

Check to see if you have the “Effect LOD” setting enabled in your Graphics Options.
This setting is supposed to lessen the detail or amount of particle effects in the game, but really all that is noticeable when having it enabled versus disabled is that it makes arrows fired from bows invisible. If you have it enabled then try to disable (uncheck) it and take note of if your arrows return and are visible.

If you are looking for a replacement anti-virus for your Norton that you have uninstalled (congrats, by the way, Norton is horrible), Avast is spectacular, free, and has never caused any issues with GW2…or any other game, really. I, and many others around the forums and elsewhere on the net, highly recommend it.
Having issues on my end as well. Deleting Cache did not do anything. Trying to do the -repair option right now. If that doesnt work ill try throwing my computer into the wall.
I had replied to your thread in the bugs forum yesterday with several way to try to resolve the issue you are experiencing with your BLTP not functioning.
Did anything I offered help resolve the problem?

On a side note, the fact that support did not reference these options to see if they would fit your needs is pretty disappointing.
Those options are available to everyone and are not in the Game Options (F11) screen. At the very bottom left of your chat box click on the little chat bubble with the sideways triangle in it to make the chat go into ‘always up, opaque mode’. You should then also see the little ‘gear’ icon in the top left of the chat box where the chat text size setting is located.
Alternately, in your F11 options menu, under your ‘Control Options’ (for your keybinds) > ‘User Interface’ section, you can bind your Show/Hide Chat to a specific key (Default is: \) to pop up or hide your chat instead of clicking on the chat bubble in the corner.

If you click your left mouse button then it initiates camera rotation for viewing surroundings. Your character movements will be then based on their currently facing direction instead of based on the camera’s position. This is to allow looking at your surroundings while moving without making your character move where you are looking with the camera.
If you hold your right mouse button and move then your character’s movements will be in relation to where your camera is positioned instead of the character’s positioning as the camera and character movements are linked.
May also want to check your Game Options for the ‘Use Free Camera’ setting and see if it is enable or disabled. (Enabled = Prevents the camera from realigning behind your character. Use mouse-steer to reset the camera.)

May also want to check your camera keybindings to see if you’ve enabled Free Look mode. I am not sure if right mouse button (mouse steer) will disable this mode or not if it was manually enabled via hotkey.

Clicking the chat bubble in the bottom left gives the chat an opaque background and text does not fade out after a set amount of time.
Clicking the Chat Options ‘gear’ gives the option to increase chat text size.
Choosing a larger Interface Size in the graphics options also increases the size of most (if not all) UI text.

Deleting this file will cause you to lose your saved game settings (graphics, stored login data, etc.). If you rely on your stored login info to log in, make sure you can recall what your login info is as the stored login info is also cleared. I believe it also clears custom keybindings.

This same thing happened several months ago to many people. It seems you can sell things you do not have, but the items never actually existed so they do not affect anything; you do not actually get the gold from the sales, buy orders do not get filled, items do not get listed.
It was thought to be a major issue before it was discovered the sales were not really happening. I’m not sure what was causing it back then, or why the issue has popped back up, but it was resolved quickly then and this recurrence of the bug should be resolved soon.
You may want to hold off until more information gets released on that subject, just in case.

What I want to know is if you have a bloodlust sigil on one of your weps, can you still have a second wep with BL to stack faster and swap out of the second one and retain the stacks. If so, the change won’t make a huge difference.

Killing one enemy with this set equipped grants 2 stacks of bloodlust.
Kill 13 enemies and you hit the 25 stack limit.
Replacing the axe with a scepter that has a different sigil will allow the stacks gained from the axe to remain.

All those poor people who want to use the name “Jesus” (Hey-Zeus) are not allowed to simply because one person who may or may not have existed 2,000 years ago shares the name? I see plenty of characters with “Lucifer” in their name. Why is that permitted and “Jesus” is not? Is “Satan” also restricted? Buddha? Ghandi? Some of these I can see why they are restricted if they are, as Buddha is not a name one would expect a ‘normal’ person to have for their name. But “Jesus” (Hey-Zeus) is quite common as a name, as is Mohammad.
Really going overboard on restricting names that shouldn’t be, and not restricting names that should be.

I’ve also seen other minis that hold weapons who have their hands straight with their weapon of choice simply sticking through their hands. I think they introduced a bug when they released the new minis…or maybe even longer ago.

They have several trait tutorials now, so confusion isn’t an issue any longer.
If you needed your hand held to figure out this games trait system you’re either brand new to games or you’re completely helpless.
Needless to say they’re dumbing it down even further.
Not to mention you’re going to have to buy traits which is just kittened.

Well I didn’t really say anything about weapon swapping. Though with that in mind I would think once you swapped back you would get the stacks back.
Though you can’t deny there is a whole double dipping going on.
That would be pretty interesting. You only have the on-kill stacks active while the weapon that granted them is your active weapon.

Could have Set 1 with stacks of Bloodlust and Set 2 with stacks of Perception. While Set 1 is active I have the boost to power, but a boost to perception while Set 2 is active.
Oh, if only… It would really make combat more exciting to be able to choose which buff-stack you want active based on the encounter, but only one active stack at a time. Could have perception stacks on a longbow for Set 1 to boost critical hit chance with its skills, and power on Set 2 for short bow as certain skills could use that added boost to damage.
I do see the issue you raise with it as it currently is. I wouldn’t mind it being changed to something like I mention above. If they do change it to just no longer persist after the buff-giving weapon is un-equipped, then it will mean one less weapon permanently taking up a spot in my inventory. But with the added sigil slot on 2-handed weapons, it would just combine the two into a single weapon and not have to deal with un-equipping and switching in the different weapon with a different sigil after gaining the stacks.
How will the new trait system affect the Scrolls of Knowledge? Will they still only give you 1 sp or will they give you the full 5 point step?
And similarly, the Rare Scrolls that give you 5 sp, will they give you 2 full steps or 5 steps?
By step I mean from 0 to minor or minor to major, etc.

You may want to start off with ensuring you follow these steps to:
Clear your GW2 game cache

As you’ve already cleared your game cache (Instructions), have you also:
1) Tried ensuring you are Running As Administrator
2) Recently starting using any new programs like Mumble or MSI Afterburner? These programs seem to have an overlay aspect to them that interferes with the trading post’s functionality.
3) Checked your Control Panel > Internet Options > Connection settings and make sure to disable any Proxy Setting that may be enabled there.

In your Windows Control Panel via your Start Menu:
4) Checked your Anti-virus and Firewall to make sure they are not blocking the awesomium_process.exe (the trading post) from running? Can also try manually white-listing the program so it will not be restricted from accessing the internet.
5) Checked the game for errors and repaired it

I’d even go so far as to ask if the stacks will remain after swapping to your alternate weapon set? Just curious as swapping to your Alternate Weapon Set is basically the same as un-equipping Weapon 1 and equipping Weapon 2 from the example above due to no longer having the buff-giving weapon as your active weapon. I know that’s silly and undesirable, but it’s logical.
I’d expect on-kill sigil buffs to continue to persist even after the weapon that granted the buff is no longer equipped. I hope.
The one thing I want to know is if the training manuals will change from allowing access to teaching a bunch of traits of that tier.
As I read it, there are no more tier-unlock manuals, those are just unlocked automatically at certain levels. The training manuals each teach a specific trait, and newly introduced traits will have more expensive manuals (just like the newer heal skills are very expensive in SP)
Edit: Or were you asking if they will still have some use if you bought one in that past? I… wouldn’t count on that. They aren’t that expensive, so I doubt they will be given any new use.
Trait tiers will now unlock based on the level of your character. Manuals will be removed from the vendors and replaced with the purchasable trait guides as an alternative to unlocking traits via specific content.

Sadly, that is an effect caused by having your “Shaders” graphics setting set to High. If you set it to Medium then that plastic grey coating on the leaves does not appear. Unfortunately, one must also forgo the other graphical benefits that are tied to “Shaders” being set to High just to get rid of this excessively prominent and appearance-ruining effect.
The reason it doesn’t kick in until you move is due to a bug, however. It has been reported several times in the past but it has not yet been corrected.

If clipping worries you, you should probably put the armor on before activating the makeover kit so you can see what you’re doing.
Looks like that’s the full makeover kit. I’m thinking it’s just a feature of the hairstyle kit only that removes the helm. If I buy another I’ll check it.
Do check. It was a full makeover kit and I’ve been wondering about the hairstyle kits.
Sadly, the Self-Style Hair Kit does remove your helm. I can’t find any sneaky work around to get it to display the helm in the preview window to see beforehand if a hairstyle will clip with my helm.
It also forces an equipped shoulder armor to be visible even if it is selected to be hidden in your Hero Panel. Solution to that one is to un-equip the shoulder armor.

If you need a hand with that program or any tips to get certain looks or anything I’d be glad to help out. The effect chain setting for multiple passes of settings is really nice.
Here are a couple anyway
Screenshots taken from that program get saved to the installation directory of the game it was taken in. So GW2 screenshots will be saved in the GW2 installation folder. If you put it onto another game then screenshots for that game will be saved to that game’s installation folder. Helps to keep game screenshots organized to each game they were taken in.
Due to Print Screen being the screenshot key for the program, you may still see the ‘screenshot folder is full’ message from the game due to also using the game’s screenshot key. If you bind a different key to your in-game screenshot key then that will leave Print Screen only bound to the program’s screenshot function so you will not get that message anymore when you take a screenshot.

Honestly, I do not see anything bad in that interview. I like the detailed responses and the information provided along with their reasoning for why certain aspects of the game were better fit for each respective location. I think it was a really informative and refreshing interview.
However, one thing I do think needs some clarification to ease my mind is regarding this quote on Account Bound Dyes coming to NA/EU:
The biggest of those must be the change to the dye system. In the NA/EU launch version dyes were character unlocks, whereas in the China version they’re account unlocks. With this new system you only need to collect a dye once and you can use it on any character. This is more convenient, but it means demand for dye will go down, so we’re also reducing supply. Dye unlocks now come only from crafting and from the gem store.
Actually NA/EU players have been asking for dyes to be account unlocks for a long time and we’ll want to make essentially this same change for NA/EU. The differences will be in phrasing. In the NA/EU version players purchase dye packs from the gem store; in China players purchase dye identifiers from the gem store. Either way you purchase something and it gives you random dye, permanently unlocked for all characters on your account.
My concern with this quote is that it seems to be saying that, once implemented in NA/EU, all future dye purchases will be packs that contain random dyes from the gem store. I’m fine with this change and actually welcome it for the most part. However, I do have some more concerns on how it will be implemented:

That is very…disappointing.
I think I’m out of ideas right now on how to get the game to take screenshots properly. I’ll keep thinking about it, but hopefully abomally or someone else may have an idea on how to correct it.
However, if you would rather just get screenshot functionality back, this can be done without relying on the game to take the screenshot as there are many programs for screen capturing.
One problem I see with most screen capture programs is that they actually need to be running to take the screenshot. If you don’t mind having the screenshot program running then I can dig up some links for some good ones. There are alternatives though that do not need to be running in the background.
Also:
If you would also like to look into boosting the quality of your graphics in-game without a hit to performance, then you can have both the boost and the screenshot ability in a program that does not need to be running in the background to offer these functions.
I use FXAA PPI for enhanced anti-aliasing, color richness, bloom effect, sharpness, and other enhancements. It also has a really nice and quick screenshot function also bound to Print Screen.
It is quick and easy to set up and run. You can also use it to enhance pretty much any game that runs on DirectX 9. Each game can have a profile and the profiles are switchable, copyable, removable within the program.

SweetFX is another, but I haven’t used it for quite a while as I have no real desire to switch from FXAA PPI due to my being very happy with its options and results. Also, having absolutely no game crash issues that I see others having with Sweet FX is nice. I find FXAA PPI to be very easy to adjust with clearly defined effects so it is easy to know what to tweak to get the results I desire. It really has a lot of options. I also have absolutely no performance loss with it unless I go real overboard on the bloom passes.

It has some settings screenshots/file links there also for what settings I was using at the time. I switch up and tweak them frequently. If I am on my warrior I tend to adjust settings so I roam areas with almost a medieval tone to where things seem less saturated/cartoony and have a bit of a darker atmosphere or a less rich color to the environment. Sometimes I tweak it so it has that dirty western feel for one of my rangers. Sepia tone, scan line and noise adjustments are really great for this, especially to add a bit of a film grain quality as if in a western movie.

One way is to go to youtube and search for “GW2 OST” and go through the many songs until you find which it is. It may take a little bit of time, but you get to hear great music while you search.

it is somewhat pervy to sit here and check your breast size before and after pictures but after staring at your ummmm, chest region, I couldn’t see a big difference. Maybe because of the lighting being so different?

Oh seems like you did something wrong because I overlayed them aswell and there was a difference.
I did nothing wrong. Your overlay image does not have them on top of eachother, you have them offset.
They said they adjusted the normal map. I take that as removing any hint of nipple. Nothing about size or shape.
That is why I am confused as to why they think they were reduced in size when they were not.
