For WvW you would want a good CPU, 2nd gen or higher intel core i5/i7. This should be your first priority before getting a GPU upgrade. Large scale battles in WvW rely very heavily on CPU power.

Depends on your wireless adapter/driver installed, reception quality and your router wifi settings. If wireless is too unstable try playing with a physical Ethernet cable.

That screenshot doesn’t show the CPU load. Try using task manager or HwINFO sensor mode.

all you really need is gw2.dat and gw2.exe
how old is that gw2.dat? There was a large update patch just a day ago.
Well his screenshot shows 19fps and looks like Lion Arch which his system should be capable of better.

I’m using a Hyper212 Evo with 3570K @4.2 OC. Runs prime95 at 59C, but playing GW2 i get 42C since GW2 doesn’t fully use all cores.

For gaming you won’t see much difference between a i7-3770 and i5-3550/3570. Probably not worth going i7 unless you have specific applications that use hyperthreading like video editing etc and use it a extensively.
Get a Coolmaster Hyper212+/Evo. Best low cost cooler you can get, cheap at $15-25 it will let you overclock 4.4-4.6 very well.

Wait… so i can just move GW2 game folder to the 64bit program files and it will in a 64bit environment? i dont get it, because as far as i was aware there was only a 32bit client for GW2
If you are running Windows 64bit OS, it can execute both 32/64bit applications.
You would move GW2 folder to C:\Program Files (x86) if you want the default location it would normally be. It doesn’t have to be there, it could be on another drive or whatever.
19% CPU utilization while running GW2 on your CPU is very low. Could be why you are having issues when turning camera. Should be closer to 60% with quad core. Maybe try high performance profile in power management?

I monitored the CPU usage using the graphs in the Task Manager and I noticed that the CPU usage jumps from the average 19% or 22% up to 36% each time I turn the camera.
Hmm your core i5 is only at 19-22% CPU usage? Seems rather low. My core i5-3570K @4.2 uses 45-60% CPU while running around at solid 60fps capped.
Move your mouse to the right side menu of the minimap until you see a HAND mouse pointer. (Like somewhere inbetween the + and – button) Then drag it back down.
Monitor your CPU/GPU loads via graphs etc if there are spikes when turning around with tools like HwINFO or MSI-Afterburner. Try turning down shadows graphic settings.

Try moving the GW2 folder somewhere else and/or change the permission.

since you said -repair failed. Have you tried -image and/or deleting local.dat?
Eventually, you’ll probably still crash since it is a 32bit OS limitation. Best to upgrade to 64bit and get more ram.
If you can’t try this or lower graphic settings.
System specs and error log/codes would be nice to see.
How about trying a virtual machine like virtualbox and see if you can download the game.
Assuming its a completely fresh install of windows 7 with no other things installed but yet you still can’t install GW2. Guess its time to look at your router and/or internet connection.

Just install it, and afterwards move it wherever you want.
Gw2.dat ~15GB in size is the important file
your GTX 560 should be able to run near max settings, just depends how much FPS you want. It is more likely your CPU @ 2.5GHZ is holding you back more.
But if you really want to upgrade GPU look at this chart for starters.

There is your problem. Your GPU is running at 1x speed.
Is the card installed in the correct slot that support 16x?
I believe it would be like 225k+ if it was from scratch without DVD
I meant where in game are you measuring fps.
Suspicious GPU is running at 100% but only 5-15fps.
What does the Bus Interface say in GPU-z?

If you cleared GW2 and can’t install from scratch then something in your OS or 3rd party programs are preventing it from installing. You can troubleshoot and try to find out where or what. But, i say just do a fresh windows installation.
