There should never ever in any case, ever be a team of 4 stacked classes, yet, this is happening with Necros, and only necros. Never have I seen a team of 4-5 of the same class than Necro.
Are you aware of a concept called statistics?
1) rev and reaper are strongest classes atm. Rev is stronger and too strong since theres way less counter than against necros. A newbie example is that each pro league team stacks 2+ revenants, but none is willing to protect more than 1 reaper.
2) scraper and druid are weaker than above, but way above average. It is their tanking capabilities that makes them almost equally valuable in conquest.
3) any of the above classes can overrun a random pug of random skill levels. It is normal to lose a soloq match against 3 reaper, or scrapper or whatever on enemy team….it is not normal to lose against 3 thieves those classes are just good atm
4) ok general stuff aside lets talk necro
-minions
A popular reaper shout spawns minion that absorb direct dmg from necro. U can ignore the minions they do nothing, and if they dont hit you, they wont absord dmg for their master. Any power or condi build can use this one
Full minions
If its all different types then hes actual minionmaster. Crazy 1v1 but weaker in teamfights. Let him stay afk on node, sneaky decap or outrotate if he moves, or get enough aoes in teamfights to wipe minions. Dont die to explosions
-full heal
Normaly necros cant heal in shroud. A full heal is 99% an ally ele healing them once they exit shroud.
With blighters boon or unholy sanct. U can heal, but it will around 5k max in normal cases. Best counter to just kite the melee shroud still applies
Tldr
Yes necro strong, imo its 2nd overall and just under OP radar. I wouldnt mind shaving down rev scrap reaper and druid. There are counters to stacking necros like any other stack

-blind block evades etc PREVENTING HITS IN FIRST PLACE

Any reaper can mantain a 200% chill uptime, so there is less need to go overkill with duration, instead the added survival of merc will
-prevent you getting burst downed
-you will be able to afford more counterpressure with trades
Tldr
Wanderer = somebody gets oneshot in 20s
Merc = you probably live and kill at 30-40s
Any Reaper = instant decap 1v1 and instant kill 2v1

I think we all agree that a downed finisher on final hit is the theme.
Id just make it really op with a light/dark theme by also rezzing allies on final hit, so its either rezz or stompbot.

Keep its current effect and cooldown, but make it form an opaque black dome for enemies (allies see it as a transparent dome like the toxic krait bubbles). Inside the dome, it’s like one of the dark rooms in PvE/Obsidian Sanctum (for enemies only). You can’t see things properly in there.
Now, you can still maintain a target, perhaps, but do you know what is being hidden during those 5 seconds? It could be absolutely nothing, or it could be reeeeeeal nasty.
Wouldn’t affect PvE use at all, but I could see some crazy plays coming from it in PvP/WvW.

Season 1 was basically “GATHER 130 POINTS” . Yes i mean points, as it was same points that came when the leaderboards switched from mmr to points.
It was shown, that the system GENERATES POINTS with close -0 matches, similiar to the casino zero number takes away in roulette.
POINTS PER GAME. This value was positive for all players, even the nooby low winrate nr1 turret engie. It was 0.25 for average and went above 0.50 for the pro league players.
Tldr
Hellseth needed 200 games to reach legend, i average needed 400x AND any baddie would reach it after enough games.
This new system should, like you said,
PRODUCE BARRIER MATCHUPS that you should not overcome unless you are better and need to be in higher division.
The good players will climb up fast, it is question how spread out their climb will be, and how high B and C will climb after As made room for them.
Tldr
Good teams will have massive winstreak at start, then it will be clear win clear loss and they will stay in ruby for example. They might climb into diamond once all good diamonds become legendary etc.

Gravity well does more reliable dmg since it keep you in and triggres interpt dmg. The other pure dmg one has a handy cripple and low CD.
Not arguing about balance or elite vs regular skill, just saying theyre more effective.
The heal and blindwell are indeed a joke.
Heal needs its kindergarden math fail reversed + a cleanse added.

The secondary effect of shouts and GS trait is currently a regular abysmall lifesteal.
Ive always voted for shouts STEALING 1 boon, to not have another corrupt AND the whole up line of reaper traits is meant as tanky brawler. It works with blighters boon.
I would definetly put something boon related to gs to further fuel that theme.
Beside boonsteal, maybe each gs skill generating a specific bbon? Might stab fury prot swiftnes. On 1-5 for example all short 2s

Rym answered it perfectly, its unreliable, takes time to setup so no on demand burst, and other stuff like power rev are just broken compared to it, both on how easy they do unavoidable dmg and in survival.
Whenever I play GS, i first lose 10-20 games in a row, before I drop to bad enough poeple for it. Hope this gives some perspective, GS = 4v5 and teammates will rightfully afk if they see it
People have suggested Plague blast replace Life Blast and Anet have said no many times.
Not really, they said nothing for 3 years and recently in the reaper feedback threads it was just mentioned to R.Gee that the core shroud auto is slower and gets less synergie compared to reaper auto.
And the replacement is meant more for lower cast times, not to have both speed and fast transfer rate.
A) The most obvious, needed and simple thing is a faster autoatack.
Simple for better dhuumfire, might and vuln synergie AND less blind/block/interupt for complete shutdown.
Ofc overall DPS stays same.
The underwater condi transfer on autoatack would be a permanent huge milestone like the current scepter corrupt on auto – therefore no future buffs elsewhere I would much rather have a ranged auto be raliable and rewarding spacing , than a clunky overpowered oneshot.
B) Coming back from reaper to base, the biggest thing you notice
IS STABILITY.
A pulsing channel on #5 would imo fit most thematically, mechanically and balance wise – as it is a longer CD that you get to use not everytime but every second entry on average.
C) MOBILITY
I dont mind it that much and its been said to not expect the return of the beta-targeted-leap
If A and B already happen it should be enough. Keep in mind the melee shroud needs more mobility than a ranged one design wise. Maybe increased projectile speed to hit runners…
D) a lower startup cast time for #4 and bigger pulses with tranfusion trait, as it is currently slower than a rezz.
DS-> ds#4-> exitDS-> rezz ….You waste time and complete effects of 2 traits.
This point is completetly arbitrary to balance but just an imrovement for future and not having own traits working against you.

Not here to whine but maybe my personal feeling is deluded by actual stats. Tho as a small number cruncher i regurarly checked farmpoints to see match win prediction.
Before id say 1-2max out of 10, were blowout matches in the below 200-500 zone.
Nowdays average is probably +3/10, with very common extremes of more than half of history filled with DOUBLE DIGIT lose/wins.
This is excluding:
-offpeak hours, i count 17-24 central eu only, weekends usually worse
-4v5 dcs
-me on trash GS necro, more than 19/20 im on metalevel builds
I did play more solo than before with regular synced roster and i know of 3-5man kitten moments i had with some other friends……but that should drop me 1 quality tier not 3-4
Tldr
Quality is low with big skill range differences, Instead of ABBBC tiers you get ABCDD.
Qpop is fast tho, cant even take bathroom break

Pve or pvp?
Pve – u have choice between scholar or strength. most i thik take strength as its safer, permanent 5% + 6s of extra might.
If youre l33t and in l33t group who has no trouble maintaining 25x might, scholar is ofc the best option.
Pvp- scholar is unviable for necro.
Scholar works for thief/mesmer who do a lot of instant burst and they survive throguh invulnerability CDs. Their HP bar looks like this : 100%, evade, 100, invul, 100, dead.
Necro however,
is similiar to big punching bag. You always eat some opening damage, and even if you had 90% hp and went into shroud – the burst or rather sustained autoatacking is not reliable like a instant stealth burst.
THerefore, never take scholar on necro, as you will never get the 10% bonus.
You should be asking blood vs spite, if you dont take soulreaping youre losing more damage and huge survivability.
Dev’s have officially answered this question three times. Ask a forum moderator to sticky it.
Their answer each time made sense. The same as when they answered why life force doesn’t decay like other professions energy mechanics.
The answers were always in connection with a bugfix, warrior adrenaline nerf or the change to prebuffing in pvp.
It was never a stand alone balance and QoL discussion, just a statement on something else to not upset the crowd.
Theres soo many pros a standardiztion would bring, to all 3 sides (player, enemy player and balance dev), that the topic is worth pushing for.

Any class can do some ranged free damage, but no ranger needs to land a full longbow channel in order to wake up the pet at all.
Its a snowball mechanic + handy bug of -23% LF on death.
Immediately when poeple saw the itself balancing energy bar of revenant, they wanted a simliar minimal threshhold for lifeforce.
The only Q is how much, most pvp/wvw agree on something 20-50%
The autoatack needs to have a higher firerate. It was shut down since launch and is redundant after hot.
Ofc other abilities need to compete against a leap and stability, but theres no point in being ranged otherwise.
Eles need to go up in base vitality, thieves probably could too. Otherwise everything is fine.

I think everyone likes the redisign of a stupid 100% immunity.
While I am very concerned that 1 cleanse / 1 sec is pretty tough, I know it can easily be tweaked to once every /2 or /3 sec, like most perme cleanse traits.
It would also be same stupid choice to require a signet of skill from necro to land, as that basically means its same once every minute u get a window of opportunity.
Will see what tuesday brings.
Focus needs big fixes or almost mechanical reworks on the 2 skils.
Beside the 2year aftercast , a hovering projectile is probably the least reliable skilltype ingame, where it could have been a copy of mirror blade.
